Building circular on economic and technical norms for print and electronic press activities

The development and promulgation of circulars regulating economic and technical norms for print and electronic press activities serves as a basis for press agencies licensed to operate print newspapers, print magazines, electronic newspapers, and electronic magazines using the state budget to determine the maximum level of waste in print and electronic press activities.

The Ministry of Culture, Sports and Tourism assigned the Press Department to preside over and coordinate with relevant agencies and units to develop circulars according to plan.

The Ministry of Information and Communications (formerly) issued Circular No. 05/2024/TT-BTTTT guiding the development, appraisal, and promulgation of economic and technical norms for public career services using the state budget in the press sector, effective from August 1, 2024. However, the implementation encountered many difficulties and confusion, leading to continued difficulties in the press economy.
