Although the project to invest in building a commercial residential and service area north of Nguyen Luong Bang Street (old Hai Duong City) has been implemented for 10 years, it still faces difficulties. Specifically, the project has a scale of more than 8 hectares, invested by Newland Investment Joint Stock Company. Up to now, the authorities have only handed over more than 6.5 hectares of project land to the investor, the remaining land area has not been cleared yet.
Mr. Pham Quang Binh, an expert from the Economic , Infrastructure and Urban Department of Viet Hoa Ward, in charge of the project, said that the project currently has more than 2 hectares of land that has not been cleared related to 2 enterprises within the project scope. Some violations of the 2 enterprises using the land subject to revocation have not been completely resolved. Some households that were previously allocated land no longer have their land use right certificates; some households that have transferred land and received land transfers cannot provide related documents.
Similarly, the investment project to build a commercial housing area at 33 Nguyen Cong Tru Street, invested by Toan Thang Mechanical Cooperative, is one of the projects that has been behind schedule and has been stagnant for many years in Le Chan Ward. The project was granted a land use right certificate by the City People's Committee for the purpose of building a production facility, with a term from February 1998 to February 2023.
Regarding the difficulties of this project, Mr. Nguyen Trong Dai, Vice Chairman of the People's Committee of Le Chan Ward, informed that according to the land use right certificate granted by the People's Committee of Hai Phong City to Toan Thang Mechanical Cooperative for lease, the land lease term has expired. Previously, on October 5, 2021, the People's Committee of the city issued an official dispatch agreeing in principle to allow Toan Thang Mechanical Cooperative to change the land use purpose to implement the project, and at the same time requested the enterprise to be responsible for completing the dossier to change the land use purpose, pay land use fees at the time of the decision to change the land use purpose of the People's Committee of the city. However, up to now, the enterprise has not yet completed the project dossier.
According to the People's Committee of Ngo Quyen Ward, there are currently 3 projects in the ward that are slow to be implemented. These are the projects to build multi-functional works to serve the auction of land use rights at No. 4 Tran Phu Street, invested by HDMON Hai Phong Construction Investment Joint Stock Company. The project to build offices, warehouses and product showrooms at Lane 152 Phu Thuong Doan Street, invested by Duc Duong Paper Production Enterprise Cooperative. The project to build a residential area for sale under a business mechanism at Lang field, invested by Ngo Quyen Service Construction Company Limited.
According to information from the Department of Finance, through the review of departments, branches, localities and related units on backlogged projects, projects that have stopped construction in the city, there are 425 projects, headquarters, and land plots that are still stuck, of which 294 projects, headquarters, and land plots have been resolved or have plans to resolve; 131 projects and land plots are continuing to be resolved. The Department of Finance also proposed and recommended specific solutions to promptly remove obstacles and difficulties for the above 131 projects and land plots.

Resolutely implement solutions
Faced with the above situation, in order to effectively implement solutions and promptly remove obstacles and difficulties for long-standing projects, city leaders have held many meetings and directed specific tasks for each relevant department, branch and unit.
Recently, the Standing Vice Chairman of the City People's Committee, Mr. Le Anh Quan, continued to direct and request the city's departments, branches, sectors, People's Committees of communes, wards, special zones and Project Management Boards to focus on quickly and effectively resolving projects with difficulties, problems, and long-term backlogs. In particular, departments, branches, and localities promote the spirit of daring to think, daring to do; not shifting responsibility from one agency to another, from one level to another. Continue to comprehensively review, update information, and complete lists of projects with difficulties, problems, and long-term backlogs within the scope of management. Strengthen inspection and supervision; promptly commend and encourage good models and good practices; strictly handle irresponsible officials, civil servants, and party members in handling work documents related to projects with difficulties, problems, and long-term backlogs...
Implementing the city's direction, many localities have proactively proposed specific solutions to remove difficulties for projects. Specifically, completing the land management database system, enhancing coordination between departments and branches in appraising, approving and supervising project implementation. Thereby, creating a basis for transparent monitoring and evaluation of progress and timely handling of arising problems.
Mr. Nguyen Quoc Thai, Chairman of the People's Committee of Ngo Quyen Ward, informed that the locality is focusing on seriously and effectively implementing the directions of the Central Government and the City People's Committee on focusing on quickly and effectively resolving projects with difficulties, problems, and long-standing backlogs in the area. At the same time, directing specialized departments to strengthen inspection and supervision of implementation, not allowing existing violations to arise and new violations to arise; not allowing violations, losses, and waste to occur in project implementation.
With the close direction of the city leaders and the drastic participation of all levels and sectors, the city is gradually removing difficulties and clearing “bottlenecks” in investment. This process not only contributes to speeding up the progress of backlogged projects, but also creates a solid foundation for the sustainable development of the Port City in the new period.
