Vocational training support helps unemployed workers stabilize their jobs soon.

In addition to receiving unemployment benefits, many Hai Phong workers are also supported with vocational training to quickly return to the labor market. Over the past 9 months, more than 1,500 people participating in vocational training have found suitable jobs.

It's easier to find a job than before.

Middle-aged workers who are receiving unemployment benefits and want to change jobs also have the opportunity to learn a trade. Ms. Pham Thi Hoai Thanh, 52 years old, living on Tran Khanh Du Street, Gia Vien Ward, said she wants to change jobs and will receive unemployment benefits from August 2025.

When registering for unemployment benefits at the Hai Phong Employment Service Center, Ms. Thanh was advised and guided about the “dual benefits” of receiving unemployment benefits and free vocational training. Therefore, she registered for a culinary training course at the Hai Phong Polytechnic College, hoping to be able to do a new job when she has the appropriate certificate.

In recent times, the Hai Phong Employment Service Center has proactively supported workers to participate in and benefit from vocational training policies. Ms. Nguyen Thi Thanh, Head of the Department of Consulting, Job Introduction and Vocational Training, Hai Phong Employment Service Center, informed: Workers who submit applications for unemployment benefits at the center are advised on vocational training support policies and free vocational training from the Central and the city. In the first 9 months of 2025, the center has provided vocational training policy advice to 1,500 workers, the number of workers receiving unemployment benefits, who need to improve their skills or change careers, and register for vocational training, increased by 36% compared to the same period in 2024.

The center coordinates with many vocational training institutions in and outside the city to organize vocational training classes, suitable to the wishes and needs of students. Most students register to study business accounting, air conditioning engineering, Chinese, forklift operation, etc.

After graduating, having a primary certificate is the basic foundation for workers to change jobs and choose a new working environment that is more suitable to their strengths. “At the end of October this year, I completed the primary vocational course in air conditioning repair at Hai Phong Vocational Technical College. With a vocational certificate, I can apply for a job at Dien May Xanh or some enterprises that manufacture and assemble components. I believe it will be easier to find a stable job with a higher income than my previous job,” Mr. Bui Van Hieu, 36 years old, in An Lao, happily shared.

Expand opportunities and scope

In recent times, the city has had many policies to encourage and motivate people to participate in vocational training such as: Resolution No. 35 of the People's Council of Hai Duong province previously stipulating policies to support workers who have completed vocational training at elementary levels, training under 3 months, intermediate and college levels at vocational training institutions in the province; Resolution No. 03 of the People's Council of Hai Phong city stipulating policies to support training in a number of occupations in Hai Phong city in the period 2024 - 2030...

Currently, the city has more than 80 vocational training establishments and establishments with vocational training activities. These establishments are licensed to enroll students in 351 diverse majors and occupations such as: electricity - electronics, mechanics, garment, shipbuilding, maritime, logistics, tourism, services, etc. This is a favorable condition that contributes to the great spread and attracts many students in the city and from neighboring localities to participate in vocational training.

Mr. Nguyen Hong Hai, Director of Ninh Giang Vocational Education - Continuing Education Center, said that in the 2025 - 2026 school year, the center will recruit more than 400 students, bringing the total number of students in the center to nearly 1,200 people. In addition to learning cultural subjects in high school, the unit hopes to coordinate and cooperate with units to organize short-term training, elementary level of some occupations such as electricity, electronics... right after the students graduate and continue to coordinate with businesses to organize retraining for workers.

Expanding the scope and increasing vocational training support for unemployed workers is necessary, contributing to expanding the scope of social security policy benefits.

Mr. Vu Xuan Kien, Vice Principal of Hai Duong College of Tourism and Industry, said: Previously, the school had cooperated with Hai Phong Employment Service Center to train in garment, food processing, welding, electricity, etc. However, it had to be temporarily suspended due to the lack of students. Therefore, the school wishes to re-establish the cooperation mechanism. At the same time, it is recommended that units should strengthen consultation on vocational training policies and innovate career guidance methods to attract workers to learn and participate.

The flexible and synchronous application of solutions to expand the scope of vocational training activities, especially for workers without vocational skills or receiving unemployment benefits, not only ensures employment requirements, but also creates a premise for the rate of trained workers in the city to reach 55% by 2030 .
