The important goal of the project "Ha Long - City of Festivals" is to restore and reorganize the New Rice Celebration of the Tay people in Dan Chu commune; the Dai Phan Festival of the San Diu ethnic group in Ha Long city; Loi Am Pagoda Festival; Cai Lan Temple Festival; Long Tien Pagoda Festival. As for the Flower City Project, Ha Long will implement it in stages, with the goal that by 2030, the locality will be known through the identification of seasonal flowers, suitable for the regional landscape and decoration model so that there will be flowers in every season of the year. In the immediate future, in the period of 2024 - 2025, at least 3 flower routes in the city's central tourist area will be built and renovated; Ha Long Flower Park will be upgraded; and 3 new sightseeing spots will be invested in.

Mr. Nguyen Ngoc Son - Vice Chairman of Ha Long City People's Committee said that the total investment for the flower city project in the period of 2024 - 2025 is over 43 billion VND: "We will learn from the experience of neighboring localities, such as Uong Bi city planting bougainvillea, Cam Pha planting roses, Co To planting peach blossoms... to avoid wasting public investment. Previously, we also spent resources investing in the urban green tree system and assigned the city's Public Utilities Board to bid for maintenance and repair. If we plant flowers, it will only replace old trees, and if we continue to maintain them regularly, there will not be much additional cost."
