Building documents with strategic vision and aspirations of the Quang Tri Provincial Party Committee

In his opening speech, Quang Tri Provincial Party Secretary Le Ngoc Quang emphasized that the conference took place at a time of special significance when the entire Party, people and army were urgently preparing for the 14th National Party Congress; at the same time, the post-merger Quang Tri province was entering a new development phase with a two-level local government operating model. This was a historic turning point, bringing both great opportunities and high demands for the leadership, direction and implementation of political tasks of the Provincial Party Committee.

The third quarter of 2025 marked many important changes in Quang Tri. The fields of Party building, socio -economic development, and national defense and security all achieved positive results. The operation of the two-level local government model initially ensured smoothness and efficiency, created high consensus among the people, and strengthened trust in the policy of restructuring and organizing the apparatus. Party congresses at all levels were successfully held, creating a favorable political premise for the first Provincial Party Congress, term 2025 - 2030.

The preparations for the Provincial Party Congress are being carried out urgently and seriously with a high sense of responsibility. The Congress documents are built on the basis of a comprehensive and objective assessment of the implementation of tasks in the past term; at the same time, concretizing the resolutions of the Central Committee, the Politburo, the Secretariat, the strategic orientation for national development and the new requirements of the province in the coming period.

Comrade Le Ngoc Quang hopes that the delegates will continue to promote the tradition of solidarity, unity and the spirit of innovation and creativity, together building Congress documents with strategic vision, reflecting the will and aspirations of the Party Committee, government and people of Quang Tri in the 2025 - 2030 period, towards the goal of building a province that develops rapidly and sustainably.

At the conference, promoting the spirit of responsibility, enthusiasm, frankness and democracy, delegates participated in discussing important issues and contents such as: Report on Party building work in the third quarter and key tasks in the fourth quarter of 2025; socio-economic situation in the third quarter and key tasks in the fourth quarter of 2025; draft documents and contents related to the 1st Provincial Party Congress, term 2025 - 2030.

Participating in the discussion, leaders of communes and wards in the province reported on the operation situation after operating the two-level local government apparatus; pointed out difficulties and obstacles in the implementation process and recommended and proposed solutions to ensure the smooth, effective and efficient operation of the apparatus, meeting requirements and promoting socio-economic development.

The discussions and contributions at the conference clarified many important issues, from socio-economics, budget, disbursement of public investment capital, to disease prevention and control, investment attraction, operation of the 2-level local government model, education and training, and activities of organizations after the merger...

Concluding the conference, Quang Tri Provincial Party Secretary Le Ngoc Quang acknowledged and highly appreciated the sense of responsibility, democracy promotion, and active discussion of the delegates; emphasized a number of key tasks that need to be carried out in the coming time. Specifically, urgently completing the draft Political Report and related contents; specifying breakthroughs and key tasks and solutions for the 2025 - 2030 term. The Congress's subcommittees focused on completing assigned tasks; promoting information and propaganda about the Congress to create an atmosphere of competition, trust, and excitement among cadres, party members, and people... In addition, the province resolutely implemented socio-economic tasks such as: Completely controlling African swine fever, accelerating disbursement of public investment capital, boosting budget collection, implementing key projects, driving forces... Localities ensured effective operation of 2-level local governments, promptly overcoming difficulties and obstacles; invest in improving facilities, headquarters, information technology infrastructure, especially in remote areas...

Comrade Le Ngoc Quang requested that, immediately after the Congress, the province needs to promptly inform the results of the Congress; issue an action program to concretize the Congress Resolution to focus on implementation. Party committees at all levels develop action programs suitable for each locality and unit; perfect the organization, arrange personnel according to the correct process. The province builds a socio-economic development plan for 2026 and the 5-year period of 2026 - 2030; review and adjust the work plan for the last 3 months of 2025; boost budget collection, focus on disbursement of public investment capital; strive to achieve the target of 8% GRDP growth in 2025; ensure social security, care for people's lives, maintain national defense - security, social order and safety.

The Secretary of the Quang Tri Provincial Party Committee called on cadres, party members, party committees, authorities, the Fatherland Front and mass organizations to uphold the spirit of responsibility, solidarity, and determination to successfully organize the Congress in the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", worthy of the heroic tradition of the homeland, firmly consolidating the people's trust in the Party.
