Building a "fortress" on the maritime border

(Baothanhhoa.vn) - Squadron 2, Thanh Hoa Border Guard (BĐBP) has the task of managing and protecting the sovereignty and security of the homeland's seas, therefore, each squadron soldier must always uphold the sense of responsibility, regularly train to improve qualifications, expertise, skills and combat readiness, master modern technical equipment, weapons and weapons equipped on board, proactively deal with all situations that arise to meet the requirements of the mission in the new situation.

Squadron 2 increased patrols, protected the sea, and propagated to fishermen not to fish illegally.

Captain Nguyen Van Nam, a maritime officer of the BP 05-01-01 ship, Squadron 2, said: "In the past 5 years, I have participated with the BP 05-04-05, BP 05-12-01, BP 05-13-02 ships in 47 patrols and controls at sea, effectively controlling and combating activities that violate maritime sovereignty , various types of crimes and other violations of the law. Accordingly, I and the officers of the ships handled 69 administrative violations/69 violators. During the patrol and control process, I and the control team directly organized propaganda, dissemination and legal education for 865 vehicles/3,567 workers at sea, distributed 560 leaflets and brochures on the law on the sovereignty of the sea and islands of the Fatherland, on regulations against illegal, unreported and unregulated fishing. Over the years, with tireless efforts, officers and soldiers of Squadron 2 have promptly rescued dozens of boats and hundreds of fishermen in distress at sea. When storms appear at sea heading towards the mainland, the unit always maintains enough personnel and equipment on duty 24/7, ready to promptly rescue boats in distress.

The Thanh Hoa Coastal Border Guard is currently managing and protecting the sovereignty and security of the sea border with a length of more than 102km. In order to create more strength and confidence for fishermen, in recent times, the coastal border guard has coordinated with relevant departments, branches and units to deploy many effective movements and models, such as: "Self-managed boat and ship safety teams", "Self-managed security and order teams at sea". By participating in the models, fishermen are regularly informed about the law, build solidarity, help each other go out to sea and stick to the sea. Fishermen also actively and proactively provide valuable information about the security situation at sea, together with the Border Guard to maintain the sovereignty and security of the sea and islands of the Fatherland.

Coastal border stations regularly coordinate closely with localities to widely disseminate to all classes of people about the Party's policies and the State's laws; strengthen propaganda against IUU fishing, in order to prevent, reduce and stop fishing vessels and fishermen from illegally exploiting seafood in foreign waters.

Although there have been many positive changes in combating IUU fishing, some fishing vessels in the province as well as in other localities still do not ensure procedures and documents; do not turn on the journey monitoring device, do not maintain the correct communication frequency; exploit in the wrong area, on the wrong route; do not record fishing logs, do not dock according to regulations; do not have crew insurance, ... significantly affecting the fishing industry...

Faced with that situation and on the basis of thoroughly grasping the directive documents of the Central Military Commission, the Ministry of National Defense , the Border Guard Command, the Provincial Party Committee, the Provincial People's Committee, the Provincial Border Guard has made efforts and determination, together with the political system and the entire population, to synchronously and comprehensively deploy many policies and solutions to combat IUU fishing, achieving many important results. In 2024, the Provincial Border Guard Command issued 1 resolution, 3 plans, 15 official dispatches and 28 telegrams on combating IUU fishing; organized 115 propaganda sessions/2,998 people, hung 36 banners, distributed 3,000 leaflets and brochures on 14 IUU fishing violations. Along with that, 2 specialized working groups were established, 35 officers of agencies and mountain units were mobilized to reinforce coastal units; Directed 6 coastal units to establish specialized teams, arranged 8 patrol teams, including 123 comrades, 21 ships, patrol boats, control, block and handle IUU fishing violations at river mouths and key areas at sea; sent forces to participate in the inter-sectoral working group, handling fishing vessels of the province operating and anchoring in other provinces violating IUU fishing.

Along with propaganda work, the units also proactively strictly control people and vehicles entering and leaving the area, ensuring security and order at the wharf. Thereby creating conditions for people to confidently stay at sea to develop the economy. Particularly, the professional departments and units under the provincial Border Guard also organized 568 vehicles, 2,688 officers and soldiers to patrol, inspect and control 2,526 fishing boats/15,156 workers; detected, investigated and handled 111 cases, 122 subjects and 115 vehicles violating the law. In addition, the coastal border stations also actively mobilized fishermen to maintain the operation of 422 united boat groups, safe boats at sea with more than 1,800 boats and 3,400 members participating.
