At the conference, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son presented the Proposal on the plan to arrange commune-level administrative units of Hanoi city.

Based on the Conclusions of the Politburo , the Secretariat and the leadership and direction of the Standing Committee of the City Party Committee; the City Party Committee and People's Committee have closely coordinated with the Standing Committee of the City People's Council, the Vietnam Fatherland Front Committee of the city, socio-political organizations, information and communication agencies to promote propaganda and mobilization work for the people; the active, proactive and effective participation of Party committees, authorities, and the Fatherland Front at all levels, and the high consensus of the people of the Capital have agreed to develop a plan to arrange commune-level administrative units in the city, from 526 communes, wards and towns to 126 communes and wards (50 communes, 76 wards).
Specifically as follows: Hoan Kiem District from 18 commune-level administrative units has 2 units: Hoan Kiem Ward and Cua Nam Ward.
Ba Dinh District from 13 commune-level administrative units has 3 units: Ba Dinh Ward, Ngoc Ha Ward and Giang Vo Ward.
Hai Ba Trung District has reduced from 15 commune-level administrative units to 3 units: Hai Ba Trung Ward, Vinh Tuy Ward and Bach Mai Ward.
Dong Da District has reduced from 17 commune-level administrative units to 5 units: Dong Da Ward, Kim Lien Ward, Van Mieu - Quoc Tu Giam Ward, Lang Ward and O Cho Dua Ward.
Tay Ho District from 8 commune-level administrative units has 2 units: Tay Ho Ward and Phu Thuong Ward.
Hoang Mai District has reduced from 14 commune-level administrative units to 6 units: Hoang Mai Ward, Vinh Hung Ward, Tuong Mai Ward, Dinh Cong Ward, Hoang Liet Ward and Yen So Ward.
Thanh Xuan District from 9 commune-level administrative units has 3 units: Thanh Xuan Ward, Khuong Dinh Ward and Phuong Liet Ward.
Cau Giay District has reduced from 8 commune-level administrative units to 3 units: Cau Giay Ward, Nghia Do Ward and Yen Hoa Ward.
Bac Tu Liem District has 5 units from 13 commune-level administrative units: Tay Tuu Ward, Phu Dien Ward, Xuan Dinh Ward, Dong Ngac Ward and Thuong Cat Ward.
Nam Tu Liem District has reduced from 10 commune-level administrative units to 4 units: Tu Liem Ward, Xuan Phuong Ward, Tay Mo Ward and Dai Mo Ward.
Long Bien District from 13 commune-level administrative units has 4 units: Long Bien Ward, Bo De Ward, Viet Hung Ward and Phuc Loi Ward.
Ha Dong District has reduced from 15 commune-level administrative units to 5 units: Ha Dong Ward, Duong Noi Ward, Yen Nghia Ward, Phu Luong Ward and Kien Hung Ward.
From the areas of Hoan Kiem, Tay Ho, Hai Ba Trung and Hoang Mai districts, two new wards were formed: Hong Ha Ward and Linh Nam Ward.
Son Tay town from 13 commune-level administrative units has 3 units: Son Tay ward, Tung Thien ward and Doai Phuong commune.
Gia Lam district has reduced from 17 commune-level administrative units to 4 units: Gia Lam commune, Thuan An commune, Bat Trang commune and Phu Dong commune.
Dong Anh district has reduced from 24 commune-level administrative units to 5 units: Dong Anh commune, Thu Lam commune, Phuc Thinh commune, Thien Loc commune and Vinh Thanh commune.
Me Linh district has reduced from 17 commune-level administrative units to 4 units: Me Linh commune, Yen Lang commune, Tien Thang commune and Quang Minh commune.
Soc Son district has reduced from 26 commune-level administrative units to 5 units: Soc Son commune, Noi Bai commune, Trung Gia commune, Kim Anh commune and Da Phuc commune.
Chuong My district has reduced from 30 commune-level administrative units to 6 units: Chuong My ward, Phu Nghia commune, Xuan Mai commune, Tran Phu commune, Hoa Phu commune and Quang Bi commune.
Ba Vi district has 8 commune-level administrative units from 29: Quang Oai commune, Vat Lai commune, Co Do commune, Bat Bat commune, Suoi Hai commune, Ba Vi commune, Yen Bai commune and Minh Chau commune.
Phuc Tho district has 3 units from 18 commune-level administrative units: Phuc Tho commune, Phuc Loc commune and Hat Mon commune.
Thach That district has 20 commune-level administrative units left: Thach That commune, Ha Bang commune, Tay Phuong commune, Hoa Lac commune and Yen Xuan commune.
Quoc Oai district has reduced from 17 commune-level administrative units to 4 units: Quoc Oai commune, Hung Dao commune, Kieu Phu commune and Phu Cat commune.
Dan Phuong district has 3 units from 16 commune-level administrative units: Dan Phuong commune, O Dien commune and Lien Minh commune.
Hoai Duc district has reduced from 20 commune-level administrative units to 4 units: Hoai Duc commune, Duong Hoa commune, Son Dong commune and An Khanh commune.
Thanh Tri district has reduced from 16 commune-level administrative units to 5 units: Thanh Tri commune, Thanh Liet commune, Dai Thanh commune, Nam Phu commune and Ngoc Hoi commune.
Thuong Tin district has reduced from 27 commune-level administrative units to 4 units: Thuong Tin commune, Thuong Phuc commune, Chuong Duong commune and Hong Van commune.
Phu Xuyen district has 23 commune-level administrative units, including 4 units: Phu Xuyen commune, Phuong Duc commune, Chuyen My commune and Dai Xuyen commune.
Thanh Oai district has reduced from 20 commune-level administrative units to 4 units: Thanh Oai commune, Binh Minh commune, Tam Hung commune and Dan Hoa commune.
Ung Hoa district has reduced from 20 commune-level administrative units to 4 units: Van Dinh commune, Ung Thien commune, Hoa Xa commune and Ung Hoa commune.
My Duc district has reduced from 20 commune-level administrative units to 4 units: My Duc commune, Hong Son commune, Phuc Son commune and Huong Son commune.
