Effective "channel" for poverty reduction
After 3 years of working in Taiwan (China), this time, Mr. Nguyen Van Tuan (born in 1993), Tu Lan ward, was on leave to visit his family. Talking to us, he happily told us about life in the neighboring country: "We work 8-10 hours a day at the food packaging factory. During the working time here, I learned a lot, from the working spirit and serious working style". Workers are living in dormitories arranged by the enterprise, so they are quite secure. After deducting expenses, Mr. Tuan sends home 20-25 million VND per month. Previously, because his family was short of people, his parents were often sick, while his income only depended on a few fields, life was very difficult. Introduced and advised by an acquaintance, Mr. Tuan decided to work abroad under a labor contract with a total cost of 60 million VND. With the desire to overcome difficulties and change his life, during his time abroad, he worked hard and saved money. Up to now, he has saved a considerable amount of money. He plans to use the capital to start a business in his hometown after finishing his labor contract and returning home.

Realizing that working abroad is three to four times more economically efficient than working in his hometown, in mid-2022, Nguyen Trung Kien (born in 2000 in Lang Giang commune) completed procedures to borrow capital to go to Korea under the EPS Program (a program to grant work permits to foreign workers under the provisions of the Korean Employment Law). After settling down, he sent his family nearly 40 million VND each month. He shared over the phone: "My family has paid off all the debt, the rest will be saved as capital for long-term business."
Having “seen with my own eyes and heard with my own ears” the changes in families with members working abroad, in recent years the number of workers in Tan Yen commune going abroad to work under the labor cooperation program has increased. Ms. Nguyen Hong Khanh, Head of the Commune’s Department of Culture and Society, affirmed: “The commune currently has nearly 1,000 workers working abroad. Every year, the foreign currency sent back by workers contributes significantly to improving and raising people’s living standards. The rate of poor households in the area has decreased beyond the set plan. Newly built, renovated and upgraded social welfare facilities have been partly contributed by households with relatives working abroad.”
Like Tan Yen commune, last year, Son Dong commune exceeded its plan to send workers to work abroad. Since the beginning of the year, the whole commune has had more than 100 people working abroad under labor contracts.
Promote information and consultation
In the period of 2020-2024, the whole province has nearly 24 thousand workers working abroad under labor contracts. In the first 8 months of this year alone, the whole province has nearly 1,500 people, reaching 70% of the annual plan. According to the assessment of the functional sector, the "golden" period of labor export activities has passed, the number of people going abroad has gradually decreased over the years. However, the quality and qualifications of workers have been significantly improved, both creating jobs and income, and contributing to improving the quality of human resources in the province; at the same time promoting the process of labor migration in a positive direction. To improve the quality of activities and ensure the plan, the Department of Home Affairs has focused on exploiting and introducing workers to work in stable, reputable, high-income markets such as: Taiwan (China), Japan, Korea... (average income of 25-30 million VND/person/month). At the same time, closely coordinate with local authorities to promote information and advice on support policies for priority workers.

EPS is a key program that the province aims for in solving employment through labor export channels. Currently, the average monthly income of people working in this country is from 40-50 million VND. From 2020 to now, the province has received more than 5,000 labor applications to register for the Korean language test under the program; nearly 1,200 people met the requirements and submitted their applications; more than 800 people have left the country. Assigned by the Department of Home Affairs to directly coordinate with the Overseas Labor Center to implement the program since March this year, Bac Ninh Employment Service Center No. 1 and Bac Ninh Employment Service Center No. 2 have proactively grasped relevant information; arranged staff on duty, and advised workers about this market during job fairs. In particular, strengthening solutions to support workers, organizing foreign language training classes, knowledge, skills, and orientation education for workers, meeting market requirements. In order to ensure the capacity of students at the end of the course, the research unit regulates the foreign language proficiency of each export order to select and contract teachers who meet the training expertise requirements; develop appropriate teaching programs; organize tests and evaluate results.
According to Mr. Nguyen Xuan Son, Director of Bac Ninh Employment Service Center No. 1, in order to develop the Korean market and minimize illegal residence, the Center proactively and actively coordinates with localities, especially those with many workers exported to the Korean market, to promote propaganda, mobilize relatives to sign commitments, and encourage workers to return home on time after the end of their contracts. At the same time, widely inform about some preferential policies of Korea for workers whose contracts expire and return home on time and preferential policies of Korea for exemplary workers who re-enter Korea to work.
In order to develop this effective employment channel, according to Mr. Tran Van Ha, Deputy Director of the Department of Home Affairs, the unit closely coordinates with localities in propaganda and consultation work; maximizes the role of political and social organizations, effectively communicates preferential policies on labor export, creates appropriate mechanisms for workers to easily access preferential loans, and participate in quality markets. In addition, it is important to introduce reputable licensed labor export enterprises directly to localities for consultation and selection; strengthens inspection and supervision of sending workers to work abroad, promptly detects and handles violations.
