Implementing Resolution 201/2025/QH15, the Government and the Prime Minister have issued many documents including Resolutions, Directives, Decisions, Telegrams... with many specific and drastic solutions and tasks to remove difficulties and obstacles to focus on quickly and effectively implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030". Ministries and branches have guided, urged, as well as worked directly with a number of localities, promptly removing difficulties and obstacles in the implementation of social housing development.
Localities have paid attention to directing and urging investors of social housing projects in the area to urgently implement projects to ensure quality and progress. As a result of social housing development, 1,309 locations have been planned nationwide, with a scale of 9,737 hectares of land for social housing.
As a result of the implementation of the 1 million apartment project, the whole country has completed 686 social housing projects, deployed with a scale of 627,867 units. In the first 5 months of 2025, the whole country has started and is implementing investment in the construction of 159 projects, with a scale of 135,563 units; of which, 21 new projects, with a scale of 20,428 units, have been started; 22,649 social housing units have been completed.
At the Conference, localities reported on social housing development in the first 5 months of the year, implementation plans for the last month of 2025; at the same time, they pointed out difficulties and made proposals and recommendations on specific mechanisms and policies for social housing development for localities to continue implementing.
In Yen Bai province, from the beginning of 2025 until now, with the attention and direction of the Government, central ministries and branches and the strong participation of party committees and local authorities, the close coordination of departments, branches and branches, the implementation of social housing development has achieved some results such as: The Department of Construction has coordinated with the Department of Finance and related agencies and units to advise the Provincial People's Committee to submit to the Provincial People's Council to issue Resolution No. 20/NQ-HDND dated April 26, 2025 on adding social housing development targets to the 2025 socio -economic development plan of the province; The Department of Construction has advised the Provincial People's Committee to issue Plan No. 208/KH-UBND dated October 4, 2023 on implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2023" in Yen Bai province.
From now until the end of 2025, the Department of Construction will focus on selecting investors to build social housing on the 20% land fund reserved for social housing development in 5 commercial housing projects under construction in the province. By 2030, the total number of completed apartments according to the social housing target for low-income people and industrial park workers in Yen Bai province in the period of 2021 - 2030 is expected to be 751 units.
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh affirmed the humanity in implementing social development policies for vulnerable groups. This also demonstrates the national sentiment, compatriotism and responsibility of authorities at all levels towards the people in implementing policies. However, compared to the requirements, it is still slow because the leaders of some localities have not paid due attention; the leadership and direction have not been implemented resolutely; the responsibility is not high; the policies are still difficult to implement; the coordination between ministries and local branches is not effective and timely...
Regarding the tasks in the coming time, the Prime Minister requested Party committees and authorities, especially local leaders, to pay attention to leadership and direction, at the right level, at the right level, and with the heart of a leader for the people. Relevant subjects have a firm grasp of the Party's guidelines and policies, the State's laws and policies to promptly, flexibly and creatively implement them in their localities and units; review related policies such as access to capital and access to construction in the most beneficial direction for the people; pay special attention to fighting corruption and waste; simplify administrative procedures; integrate major programs; and continue to strengthen inspection and supervision to effectively implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development in localities and units.
