Yen Binh flexible budget collection solutions

In recent times, Yen Binh district has flexibly implemented many solutions to collect the State budget. Therefore, the budget collection results in the first 3 months of the year have achieved positive results.

To ensure the completion of the State budget revenue estimate assigned by the Provincial People's Committee of 360 billion VND; according to Action Program No. 246 dated December 6, 2024 of the Provincial Party Committee of 505 billion VND, right from the first months of the year, closely following the direction of the province, the district has proactively directed the development of a plan close to reality; assigned specific tasks to each agency and unit associated with the responsibility of the head.

Regarding land revenue, since the last months of 2024, the District People's Committee has focused on directing units to complete site clearance (GPMB) of land funds for 2025 to conduct early auctions with the motto of completing procedures, changing purposes, and leveling the land wherever GPMB occurs.

Every month, the District People's Committee, the District Steering Committee for Housing Policy and Real Estate Market, and the Steering Committee for Budget Loss Prevention hold meetings to evaluate the results of task implementation and propose solutions to remove difficulties in the implementation process such as compensation, site clearance, and administrative procedures related to land prices.

Localities are directed to speed up the progress of handling dossiers on land use purpose conversion, land use right legalization, land use right auction, and checking each household to propagate and mobilize people to carry out procedures for land use legalization and land use purpose conversion according to regulations.

Recently, the Yen Bai - Yen Binh Inter-District Tax Team has promoted the dissemination of tax policies and laws on mass media, sent guidance documents, provided direct consultation, and posted documents on the website...

In addition, the unit also strengthens propaganda and encourages taxpayers to use electronic invoices generated from cash registers; use the digital map function of business households; review and standardize personal tax codes; install and use the Etax mobile application; declare and pay taxes for e-commerce activities.

The team continues to urge and inspect petroleum businesses in the area to issue electronic invoices for each sale; promote measures to prevent budget losses; review revenues from land, basic construction, non-state enterprises and individual business households.

Mr. Nguyen Xuan Truong - Head of the Yen Bai - Yen Binh Inter-District Tax Team said: "To complete the state budget collection plan, the unit will closely monitor the budget collection progress, assess the impact of policies, specifically analyze each collection area, each collection area, each tax, focusing on basic taxes to have a plan to direct and manage collection in a timely manner, forecasting sources that are close to the actual occurrence. The task of collecting the state budget in the coming time is extremely heavy in the context of the economy continuing to face many difficulties. However, the effective solutions implemented by Yen Binh district not only help the locality complete the task of collecting the state budget but also have an important meaning in raising the awareness of law compliance of taxpayers as well as the sense of responsibility and political courage of tax officials.

By March 31, the total state budget revenue of the whole district reached 101 billion VND, equal to 28% of the estimate assigned by the province, equal to 20% of the target of Action Program No. 246 of the Provincial Party Committee, equal to 143% compared to the same period; of which: balanced revenue reached 75.9 billion VND, equal to 29% of the estimate assigned by the province and equal to 24% of the target of Action Program No. 246 of the Provincial Party Committee, equal to 124% compared to the same period; land use fee revenue reached 25.1 billion VND, equal to 25% of the estimate assigned by the province and equal to 14% of the target of Action Program No. 246 of the Provincial Party Committee, equal to 259% compared to the same period...
