On May 15, Mr. Nguyen Xuan Tam, Chairman of the People's Committee of Hiep Thuan Commune (Phuc Tho District, Hanoi), confirmed that he was requesting Hoa Bay Tourism and Trading Company Limited (investor) to thoroughly handle the remaining violations related to the flower and ornamental plant planting project transformed into the Phuc Tho Hoa Bay Ecological Garden tourist area in the area.
The entrance to Phuc Tho Hoa Bay Ecological Garden built by the investor on agricultural land is being requested to be dismantled.
"Up to now, with the land area rented outside the project, the investor has leveled the ground, moved trees, and returned the land to 21 households with an area of about 14,000 m2 . Phuc Tho district will also establish an inspection team and at the same time require the investor to complete all legal documents to request competent authorities to approve the project expansion," said Mr. Tam.
According to Vice Chairman of the People's Committee of Phuc Tho District Nguyen Dinh Son, the former alluvial land of Hiep Thuan commune, now a flower and ornamental plant project located on the right bank of the Day River, is an area that is difficult to cultivate, flooded, and almost abandoned by the people.
Faced with this situation, the locality has surveyed the abandoned area and proposed a conversion project to attract businesses and individuals to production. In 2019, the commune submitted a detailed planning request for 9,400 m2 for submission and the district has approved the details.
Local authorities are asking investors to thoroughly handle violations at this tourist area.
"It must be affirmed that the construction within the approved 9,400 m2 is correct, there is nothing wrong. During the process, the investor contracted an additional 14,000 m2 of land from the people to grow flowers. During the flower planting process, many tourists came to take pictures; at this time, the investor built temporary houses with palm roofs," said Mr. Son, adding that he had requested the investor to immediately dismantle the illegal constructions on the additional area contracted from the people.
Previously, at the question-and-answer session on May 12, the Hanoi People's Council screened a report clearly showing the situation of the flower and ornamental plant planting project in Hiep Thuan commune being transformed into an eco-tourism area, named Phuc Tho Hoa Bay Ecological Garden, contrary to the approved land use purpose.
This project has "grown" many more structures, including an executive building, restaurant, swimming pool, rest rooms, and dining room like a tourist area. "These violations have been going on for several years now, why haven't the local authorities handled them promptly?", the Hanoi People's Council asked.
