According to information from the Hanoi City Emulation and Commendation Board (the Standing Agency of the City's Emulation and Commendation Council), this agency has received proposals from city units requesting the awarding of medals to collectives and individuals.

Before submitting the nominations to the City's Emulation and Commendation Council for review, the City's Emulation and Commendation Board publishes information to solicit public opinion on the collectives and individuals nominated for medal awards.
