Currently, Quang Tri province still has 26 mountainous communes in regions II and III that have not met new rural standards and are unlikely to meet the standards in the 2024-2025 period.

Of the 26 communes in Region II and Region III that have not yet met the standards, only 4 communes have met 14 criteria: Ba Long, Mo O, A Ngo, Ta Rut (Dakrong district), and the remaining 24 communes have less than 13 criteria. These are communes in mountainous ethnic minority areas with very low criteria, fragmented terrain, harsh climate, small-scale agricultural production, low competitiveness, and slow development of trade services. The most difficult of these are 4 criteria: income, multidimensional poverty, production organization, and residential housing.

In addition, some current difficulties in implementing the National Target Program on New Rural Construction are that some localities at district and commune levels have not been resolute in directing and implementing the province's goals; inspection, supervision, guidance, and support assignment have not been really resolute; the program's investment resources have not met the set needs; some specialized programs have been implemented slowly and have not really created highlights to promote the in-depth and sustainable construction of New Rural Construction.

According to the plan, in the coming time, the province will continue to promote propaganda and mobilization work, promoting the role of the people as the main subjects in building new rural areas. Enhance the role and responsibility of members of the Steering Committee for national target programs of the province and departments, branches, sectors, and organizations at the provincial level in monitoring, supporting, and effectively implementing the work of sponsoring localities to build new rural areas. Develop a plan to implement the program, public investment plan, and central career capital in 2025, and at the same time develop a plan to organize appraisal and re-recognition for communes formed after the administrative unit arrangement...

It is known that up to now, the whole province has 75/101 communes meeting the NTM standards (accounting for 74.3%), of which 16 communes have met the advanced NTM standards; the average criteria for the whole province is 16.1 criteria/commune. There are 3/7 districts meeting the NTM standards, namely Cam Lo, Vinh Linh, and Trieu Phong districts. There are 6 villages and hamlets in especially difficult communes in ethnic minority and mountainous areas that have met the NTM standards.
