41% of the units within the Party Committee of the Provincial Agencies Bloc in Hai Duong Province no longer have a source for recruiting new party members.

The main reason is that the units are streamlining their organizational structures and not recruiting civil servants, public employees, or workers.

In 2023, the Party Committee of the Provincial Agencies Bloc admitted 126 new party members, exceeding the target set by the Provincial Party Standing Committee by 6 members. The Party Committees that exceeded their targets the most were: Hai Duong Water Supply and Sanitation Joint Stock Company (11 members), the Department of Natural Resources and Environment (6 members), and Hai Duong Power Company Limited (4 members).

Several units fell short of their assigned targets for admitting new party members: the Party Branch of Hai Duong Medical College failed to meet its target of 6 members; and the Party Committee of the Department of Culture, Sports and Tourism failed to meet its target of 4 members.
