Speaking at the 14th Central Conference which opened on November 5, in addition to the general standards that have been thoroughly understood and stated in the Party's regulations in selecting and introducing personnel to join the 14th Politburo and Secretariat, General Secretary To Lam pointed out 5 important "plus points" that are suitable for the new revolutionary stage of the Party and the country.
The five "plus points" are: (1) Having a national strategic vision, maintaining the country's autonomy, (2) Having the capacity to lead and command on a national scale, (3) Having political prestige and integrity at a symbolic level for everyone to follow and learn from, (4) Having the ability to implement resolutions into measurable results and achievements; and (5) Having enough mental and physical endurance to withstand pressure and work intensity in the 14th term and subsequent terms.
Those 5 "plus points" are not only the criteria for selecting people for the upcoming term, but also a sketch of the leadership stature of the new era - when Vietnam is entering a period of rapid, sustainable development and rising to the group of developed industrial countries.
First of all, national strategic vision and national-scale leadership capacity are two prerequisite qualities.
A Politburo member in the new era cannot only be good in his own field but must be able to see the "big picture" of the country, understanding the relationship between economy - society - security - foreign affairs.
In a volatile world , leaders need to maintain the country's strategic autonomy, knowing how to balance independence and integration, between development speed and long-term sustainability.
The third plus point - political prestige and symbolic integrity - is the foundation of trust and leadership legitimacy. A leader can learn more knowledge and improve his skills, but prestige and integrity cannot be "learned" or "practiced" in a day or two.
Reputation can only be built by action, by fairness and consistency between words and deeds.
When leaders live with integrity, are not self-serving, and do not shirk responsibility, they become a spreading example that strengthens people's trust and multiplies the Party's political strength.
The fourth plus point - the ability to turn resolutions into measurable results - demonstrates the spirit of "talk less, do more", "promise less, do more". This is the criterion of modern action and management thinking, where specific results are the clearest proof of leadership capacity.
No matter how good a resolution is, if it is not translated into practical results, it remains just a document. A good leader is one who knows how to turn vision into a program, program into results and results into people's trust.
Finally, mental and physical stamina are requirements that cannot be overlooked. Today's national leaders must work at high intensity, face great pressure and face close public scrutiny.
Physical health is a necessary condition but mental health - will, determination and the ability to withstand pressure - are sufficient conditions to lead the country in difficult times. That endurance comes from faith, from the desire to serve and from a deep love for the Fatherland.
It is worth mentioning that these 5 "plus points" should not only be the standards of the 14th term but also need to become long-term standards for the new era - the era of innovative leadership thinking, intelligence, integrity and effective action.
And from a broader perspective, many of these standards can and should be applied to local-level officials, especially those who are directly leading and operating specific areas, where the final results are measured by people's satisfaction.
The 5 "plus points" that General Secretary To Lam mentioned are therefore not only a measure of senior leadership capacity but also a guideline for building a team of elite cadres at all levels - people with the intelligence to see far, the courage to act, the integrity to set an example, the effectiveness to prove and the endurance to go the long way.
That is the model of Vietnamese leadership in the era of Doi Moi 2.0 - daring to think, daring to do, daring to take responsibility and always putting national and ethnic interests above all.
