On August 18, 2024, in Dak Lak , the Prime Minister, Chairman of the Central Emulation and Reward Council, launched the peak emulation campaign "500 days and nights of emulation to complete 3,000km of expressway". After the launching ceremony, all construction sites, projects, ministries, branches, and localities competed enthusiastically and successfully and effectively implemented the peak emulation campaign, thereby contributing significantly to accelerating the progress of projects and works.
In his opening speech at the Conference, Prime Minister Pham Minh Chinh stated that we are promoting three strategic breakthroughs, especially the strategic breakthrough in infrastructure with the view that infrastructure must be one step ahead, paving the way and must be the foundation, the premise for development, creating new momentum for the country. Therefore, the breakthrough in strategic infrastructure development aims at many goals, both promoting growth, creating new development space, reducing input costs for businesses and people, increasing the competitiveness of products, goods, businesses and the economy.
The Prime Minister emphasized: From now until December 31, 2025, there is little time, only 5 months left, while the workload is still huge, the requirements are high, and the people's expectations are very earnest. To complete the tasks of 2025, all levels and sectors from the central to local levels must continue to be highly determined, make great efforts, and take drastic actions; make the best use of the results achieved in the first 6 months of the year; continue to effectively implement the emulation movement "500 days and nights of emulation to complete 3,000km of expressway".
With the spirit of continuing to race against time, only discussing work, not retreating and only doing better, with the highest sense of responsibility, the spirit of the August Revolution, with orders from the heart, resolutely completing the goal of having at least 3,000km of expressway by the end of 2025 as set by the 13th Party Congress.
The Prime Minister also reminded that this time marks exactly one month since the whole country put into operation the 2-level local government model. Although facing many difficulties and challenges, overall, the local government initially operated stably, smoothly, promptly, without leaving any management gaps and better serving the people and businesses; ensuring political security and social order and safety.
The Prime Minister requested: In the coming time, localities must continue to make more efforts, try harder, overcome difficulties and obstacles to successfully complete assigned tasks. In particular, localities with projects under the Steering Committee, the commune-level authorities will have to make more efforts.
Ministries, agencies, enterprises and sectors must become more mature, take advantage of the victory, accelerate breakthroughs, remove difficulties and obstacles in projects that have not achieved the expected results...; once committed, they must be implemented because the People are expecting, the Fatherland is waiting...
Report on the implementation of important national and key projects in the Transport sector - Summary of the first 6 months of 2025, presented by Minister of Construction Tran Hong Minh, said: Projects under the State Steering Committee for important national and key projects in the Transport sector (Steering Committee) up to now include 37 projects/95 component projects (DATP), including 35 projects in the road sector and 2 projects in the aviation sector (Ministry of Construction 12 projects/33 DATP; localities 23 projects/57 DATP; other agencies 02 projects/05 DATP).
In the first 6 months of the year, the Prime Minister, Head of the Steering Committee, chaired 3 Steering Committee meetings and assigned 100 tasks to ministries, branches and localities. The ministries, branches and localities have made great efforts to implement and have so far completed 100% of the assigned tasks.
In early March 2025, the Prime Minister established 7 inspection teams, led by Deputy Prime Ministers and leaders of ministries, branches and localities as members, to directly inspect, direct and remove difficulties at expressway projects scheduled to be completed in 2025 to ensure the target of 3,000km.
Deputy Prime Ministers have directly inspected the site (13 times), given many timely instructions, focused on removing difficulties and obstacles, especially in site clearance and construction materials; at the same time, leaders of the Ministry of Construction have proactively chaired meetings and inspected the site of projects (19 times); therefore, the progress has changed significantly, many projects exceeded the set plan.
Regarding investment preparation, up to now, the investment procedures have been completed to start construction of 5 expressway projects with a total length of 271km and the procedures are continuing to be implemented to start construction of 3 expressway projects (Dau Giay - Tan Phu, DATP3 Hanoi Ring Road 4 project, DATP1 Gia Nghia - Chon Thanh) with a total length of 302km on August 19, 2025; investors are being selected to start construction of Tan Phu - Bao Loc (66km) and Ho Chi Minh City - Moc Bai (51km) projects with a total length of 117km in the fourth quarter of 2025; the adjustment of the investment policy of Huu Nghi - Chi Lang and Bien Hoa - Vung Tau projects has been completed; the adjustment of the feasibility study report of Tuyen Quang - Ha Giang expressway project (phase 1) has been approved. In particular, 208km of expressway has been completed ahead of schedule, bringing the total length of expressway in the country to 2,268km.
Investment implementation work, such as site clearance, construction materials, construction organization, etc., has been actively and proactively deployed... The Prime Minister and Deputy Prime Ministers have directed localities and EVN to speed up site clearance and relocation of technical infrastructure. Up to now, for projects scheduled to be completed in 2025, site clearance has been basically completed, with only a few locations of additional collector roads or high-voltage power lines remaining, but this does not affect the progress of project implementation...
After the Prime Minister launched the "500 days and nights of emulation to complete 3,000km of expressway", ministries, branches and localities actively responded and participated, achieving many remarkable results and had many different forms of rewards for cases with outstanding achievements in the emulation movement. In particular, the Ministry of Construction rewarded 31 collectives and 138 individuals (rewarding 15 collectives and 33 individuals in the 500 days and nights of emulation); submitted to the Prime Minister for rewards for 14 collectives and individuals with outstanding achievements in the emulation movements...
Reporting to the Prime Minister and the Conference on the implementation of important national projects and works, key transport sector in Lam Dong province, comrade Nguyen Hong Hai, member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Committee, said: Lam Dong province identifies expressways such as Dau Giay - Tan Phu, Tan Phu - Bao Loc, Bao Loc - Lien Khuong as very important traffic routes of Lam Dong province, the backbone, connecting the region and creating momentum for the development of Lam Dong province. Therefore, performing the tasks of the 2-level government is a lot of work, but in July, Lam Dong province still strengthened inspection and urged the progress of implementing these expressways.
For the Tan Phu - Bao Loc expressway, up to now, the province has approved the investment project, environmental impact assessment report, completed the conversion of forest use for more than 30km, and approved the compensation and site clearance policy framework.
The province is preparing documents to select investors; however, there are some issues related to the risk sharing mechanism, detailed regulations on investor selection criteria, regulations on bidding announcements, etc., so it is expected to start construction in the fourth quarter of 2025. Currently, Lam Dong province is focusing on site clearance, construction of resettlement areas, and identification of material mines, etc.
The high-speed railway project on the North-South axis through Lam Dong province is 156.5km long with 2 stations and 4 maintenance stations; the project area passes through 18 communes and wards (17 communes and 1 ward), the expected site clearance area is 1,046.4 hectares; the total number of affected households is 2,441 households and 35 organizations; the expected number of resettled households is 991 households; the site clearance implementation plan starts from February 2025 to June 2028. There are 9 communes that do not propose to build new resettlement areas; 9 communes propose to build 9 new resettlement areas with an area of about 29.78 hectares, with a total cost of about 436.469 billion VND, meeting the needs of 960 resettled households...
