From there, the province promptly corrects and overcomes existing problems, ensuring that the transition to the new apparatus takes place smoothly, continuously and without interruption, bringing the highest efficiency. Implementing a two-level local government is a major policy of the Party and State to improve the effectiveness and efficiency of State management, reduce administrative procedures, and create more favorable conditions for people and businesses. The province closely directs and requires all levels, sectors, and localities to proactively and actively participate, without negligence or subjectivity. In particular, the province thoroughly grasps the spirit of ensuring that the operation of the political system is not interrupted or interrupted under any circumstances.”

The goal is that all procedures must be resolved quickly and effectively at the grassroots level," said Chairman of Long Xuyen City People's Committee Tran Minh Duc.
Personnel arrangement, organization consolidation
The arrangement of personnel and the consolidation of units at the commune level are key factors determining the success of the new model. An Giang province has implemented many flexible and scientific solutions to ensure that there are no major disruptions and to stabilize the psychology of cadres, civil servants and public employees. The top priority is to ensure that the cadres and civil servants at the commune level are sufficient in quantity and strong in quality, meeting the requirements of the new job. In addition, specialized agencies advising and assisting the Provincial Party Committee, departments, branches and sectors have promptly provided guidance and resolved difficulties and problems, and proposed practical issues of the locality. This is especially important to ensure the unified, continuous, smooth, uninterrupted and effective operation of the two-level local government organization. The province has established special working groups, which are regularly on duty to support localities in resolving arising issues. The motto is not to let any problems persist, affecting the general operation.
“In addition to attending professional training conferences related to Party building, State management, organization and operation of the Fatherland Front, and socio-political organizations at the commune level (new) organized by the Central Government, Long Xuyen City has received close attention, leadership and direction from the province. Provincial leaders regularly go to the grassroots to grasp the situation and resolve difficulties and problems. This helps cadres feel secure in their work and more confident when performing assigned tasks in the new period” - Chairman of Long Xuyen City People's Committee Tran Minh Duc shared.

An Giang people are placing high expectations on the two-tier government model. Ms. Tran Thi Diem Trinh (residing in Long Xuyen City) said: “I did land procedures at the Long Xuyen Ward Public Administration Service Center (new), the staff enthusiastically guided me. The trial phase is an opportunity to review and perfect the apparatus and to verify its effectiveness and suitability to local practical conditions.
