The Ministry of Industry and Trade has just issued a decision to apply official anti-dumping tax on some galvanized steel products originating from China. Accordingly, the highest official anti-dumping tax rate applied is 37.13% for goods originating from China.
Previously, since April, the management agency has imposed temporary taxes on galvanized steel originating from China. Manufacturers who are not subject to the official tax this time, or are subject to a lower official tax rate, will be refunded the anti-dumping tax that they have paid or overpaid.
The new tax rate will also be reviewed and adjusted upon request from relevant parties in accordance with legal regulations, to ensure that it is applied to the right subjects, appropriate to the level of violation and within a reasonable time limit.

The decision to impose this tax was made by the Ministry of Industry and Trade after investigating the case at the request of five companies including Hoa Sen Group Joint Stock Company; Nam Kim Steel Joint Stock Company; Ton Phuong Nam Company; Ton Dong A Joint Stock Company; and China Steel & Nippon Steel Vietnam Company.
These businesses accused China of dumping galvanized steel products into the Vietnamese market, causing significant damage to the domestic manufacturing industry.
The final conclusion of the investigation agency shows that the goods imported from China have been dumped, the domestic industry has suffered significant damage and there is a causal relationship between the import of dumped goods and the damage to the domestic industry.
According to the Vietnam Steel Association, since the anti-dumping measures on galvanized steel expired in May 2022, Chinese galvanized steel has flooded into Vietnam, accounting for 64-67% of total steel imports in the period 2022-2023. This situation shows no signs of stopping but is increasing, putting heavy pressure on the domestic steel industry.
Earlier, in early July, the Ministry of Industry and Trade also officially imposed anti-dumping tax on some hot-rolled steel (HRC) products imported from China, ending the investigation on similar products from India. According to the decision, the anti-dumping tax on some Chinese hot-rolled steel products ranges from 23.1% to 27.83%, applied from July 6 and lasting for 5 years.
