By the morning of September 25, the storm is likely to enter the Gulf of Tonkin with a strength of level 12-14, gusting to level 15-16, directly affecting the northern provinces, including Bac Ninh .

Recognizing this as an especially dangerous storm, on September 22, the Department of Agriculture and Environment sent a document to departments, branches, units and People's Committees of communes and wards, requesting high concentration in implementing response measures with the motto "4 on-site". Mr. Dang Cong Huong, Deputy Director of the Department of Agriculture and Environment emphasized: "Units and localities must grasp the storm's developments, proactively develop scenarios to ensure absolute safety for people, not to be passive or surprised".

In fact, preparations have been urgently deployed. The single-member limited liability companies exploiting irrigation works: Bac Duong, Nam Duong, Bac Song Thuong, Nam Song Thuong proactively pumped and drained buffer water, regulated the water levels of reservoirs, arranged workers on duty, checked machinery, equipment, and spare materials at pumping stations. At the same time, the units coordinated with localities and contractors to clear and clear blockages, ensuring the flow of water on the canals.
Regarding urban drainage, Bac Ninh Drainage and Wastewater Treatment Joint Stock Company; Urban Drainage Pumping Center has mobilized human resources to clean and dredge waste at water intakes and main roads in Kinh Bac, Vo Cuong, Vu Ninh, Hap Linh, Nam Son wards, Bac Giang to limit flooding when there is prolonged heavy rain.
At the grassroots level, the Civil Defense Command Committees of communes and wards have been strengthened. Typically, Dai Son commune has assigned specific tasks to each member. Mr. Hoang Van Phuong, Chairman of the Commune People's Committee, Head of the Command Committee said: "The police, military, and mass organizations have been mobilized to be on duty 100% of the time, preparing plans to evacuate people in low-lying villages, and at the same time, intensifying propaganda so that people can promptly grasp information about the storm's developments."
On September 23, wards and communes simultaneously carried out inspections of dike points, key traffic routes, and landslide risks. They developed response plans with the highest proactive spirit. Tuan Dao, Yen Dinh, and Dai Son communes reviewed landslide-prone areas; propagated and mobilized households in dangerous areas to proactively evacuate to safe places.

According to the report of the Department of Agriculture and Environment, the whole province currently has more than 592 km of dykes, 276 culverts, 101 embankments; 274 reservoirs, more than 1,400 irrigation pumping stations and a canal system with more than 12,000 km. To ensure the safety of irrigation works, the industry has reviewed 32 key points and vulnerable locations that need to be protected; prepared nearly 41,000 m³ of rubble, more than 1.4 million sacks, 43,000 m² of anti-wave tarpaulin and many other materials ready to respond.

In addition, military and police forces are assigned to coordinate with localities, prepare rescue vehicles and personnel. The construction industry inspects and ensures the safety of construction works and smooth traffic; press agencies increase information and warnings so that people can take timely precautions.
With the drastic direction of the province and the proactive participation of units and localities, Bac Ninh is focusing on responding to storm No. 9, minimizing damage to people and property, and protecting people's lives.
