According to the National Center for Hydro-Meteorological Forecasting, this is an extremely strong storm with complex developments, which is at risk of directly affecting many provinces and cities across the country. Heavy rains caused by the storm can cause flash floods, landslides, and widespread flooding, especially in areas with steep terrain and weak soil.
The Department of Education and Training of Bac Ninh province requested heads of units to strictly implement the telegram No. 1595 (dated September 22, 2025) of the Minister of Education and Training on proactively responding to storm Ragasa. At the same time, strengthen the steering committee for flood and storm prevention, natural disasters, assign tasks to members; develop plans for flood and storm prevention, natural disasters, search and rescue of the unit.
At the same time, closely monitor forecasts and warnings about storms, thunderstorms, tornadoes, heavy rains, risks of floods, inundation, flash floods, landslides and provide timely and complete information to officials, teachers, staff, parents and students so that they can proactively prevent them.
The units are on duty 24/24 hours during the time of storm Ragasa and other extreme weather conditions; maintain regular contact with the PCTT and TKCN Command Board, relevant agencies, and local rescue forces to promptly respond in case of incidents. At the same time, establish an information channel with parents to manage the children, minimizing risks caused by natural disasters.
The Department of Education and Training noted that units should proactively develop plans to ensure the safety of school buildings; strengthen inspections of storm and flood prevention and control work; direct the organization of tree pruning, bracing, and reinforcing works; check and review the drainage system in the unit; prepare plans to relocate assets, machinery, equipment, tables and chairs, records, documents, books, etc. to places without the risk of flooding to avoid damage, loss, and minimize damage caused by storms, especially at educational facilities at high risk of deep flooding, flash floods, and landslides.
In addition, check and review the residences of staff, teachers, employees and students in residential areas along rivers, streams, low-lying areas, and areas at risk of flooding, flash floods and landslides. Be responsible before the Director of the Department of Education and Training and before the law if major damage occurs at educational institutions due to subjectivity, negligence, or delay in leadership and direction in response to storms and floods.
The Department of Education and Training also requested that schools have plans to repair damage (if any), clean up and sanitize schools and classrooms immediately after the storm ends to ensure safety, cleanliness, and disease prevention.
At the conference to deploy measures to respond to storm No. 9 (morning of September 23), Mr. Le Xuan Loi - Vice Chairman of Bac Ninh Provincial People's Committee emphasized that this is a storm that is likely to directly affect the province with strong intensity.
Mountainous communes have implemented plans to evacuate people in low-lying areas at risk of flash floods and landslides. For landslides that have not been handled, localities are requested to continue evacuating people and property to safe places, and prepare materials, human resources, vehicles and equipment to proactively and be ready to handle incidents that threaten houses, land and property of people in dangerous areas.
