However, in reality, this Project has been “suspended” for nearly 3 decades, causing much frustration among the people and related agencies, units and localities.

Why is the project 27 years behind schedule?
According to Decision No. 1057/1997/QD-TTg dated December 9, 1997 of the Prime Minister, the Danang University Urban Area Construction Project (also known as the Danang University Village Project) was implemented in two localities, Danang City and Quang Nam Province, with a training scale of about 30,000 students by 2010, and a total land use area of about 300 hectares. Of which, in Quang Nam Province, there are 190 hectares in Dien Ngoc Commune, Dien Ban District (now Dien Ngoc Ward, Dien Ban Town); in Danang City, there are 110 hectares in Hoa Quy Ward, Ngu Hanh Son District.
By July 9, 2020, in Decision No. 986/QD-TTg approving the zoning plan for the construction of Danang University, scale 1/2000, the Prime Minister adjusted the training scale with the number of 60,000 students; the number of teaching and working staff: 3,364 people; the current and newly developed population: 5,000 people.
Approved by the Prime Minister in 1997, after more than 27 years, the Project has only been partially implemented in Da Nang City (78.95ha/110ha of land has been cleared); the entire Project area in Quang Nam Province has not been compensated or cleared.
Providing more information about the project implementation time, the representative of the University of Danang said that, in fact, after 20 years of being "suspended", the Danang University Village Project has started to restart since the Prime Minister worked with Danang City and Quang Nam Province on February 24, 2017 and had a Conclusion in Notice No. 149/TB-VPCP. In which, the Prime Minister directed that it is necessary to "soon end the 'suspended' planning of Danang University Village for the past 20 years; will include it in the medium-term investment plan and other legal sources for the development of Danang University, focusing on prioritizing the settlement of site clearance so that the Danang University urban area can be developed soon, overcoming the delays in the past time".
Regarding the current investment status, according to the representative of the University of Danang, first of all, regarding the planning work, the 1/2000 scale project construction zoning plan has been completed; the 1/500 scale detailed construction plan of Danang University in Hoa Quy ward, Ngu Hanh Son district, Danang city has been completed. The 1/500 scale detailed construction plan of Danang University in Dien Ngoc ward, Dien Ban town, Quang Nam province is currently awaiting appraisal and approval from Quang Nam province.
Regarding site clearance, as mentioned above, up to now, only 78.95ha/110ha have been cleared in Hoa Quy ward (Ngu Hanh Son district, Da Nang city); while in Quang Nam province, there has been no compensation or site clearance at all.
Regarding infrastructure works, according to the leaders of Danang University, in the period of 1997-2017, only the construction of the following works was completed: A2 building (01 5-storey block and 02 3-storey blocks), A3 building (01 4-storey block) and Dormitory (02 5-storey blocks) along with accompanying infrastructure works such as: leveling, water supply, drainage, traffic, and electricity supply.
From 2018 to present, the Project has completed the construction of 02 construction items including: 05-storey study, practice and experimental building for the Faculty of Medicine and Pharmacy (with a construction area of 2,045 square meters, floor area of 8,127 square meters) and 05-storey office building of the University of Technical Education (with a construction area of 1,719 square meters, floor area of 6,950 square meters).
Regarding the total capital investment demand, according to the representative of the University of Danang, the total capital investment demand of the Project is about 12,587 billion VND. Of which, the total State budget allocated to the Project from 1997 to present is 3,612 billion VND (State budget source is 1,497 billion VND and foreign source is 2,115 billion VND). Specifically, in the period of 1997-2015, the State budget allocated 235 billion VND; in the period of 2016-2000, the State budget allocated 600 billion VND; in the period of 2021-2025, the State budget has allocated 2,777 billion VND (Central budget source is 662 billion VND and foreign source is 2,115 billion VND).
Sharing more about foreign capital, the representative of the University of Danang said that the project to build technical infrastructure and urgent works for the University of Danang in Hoa Quy - Dien Ngoc was implemented with a loan from the World Bank (WB) with a total investment of 2,777 billion VND (ODA Project).

People suffer many consequences
Through practical research in project areas in the two localities of Quang Nam and Da Nang City, it can be seen that the biggest difficulty and problem of the Da Nang University Village Project in recent times is that the project has been "suspended" for a long time.
Speaking in frustration because of the prolonged project, Mr. Truong Ha, Head of Tu Ha residential block (Dien Ngoc ward, Dien Ban town, Quang Nam province) said that the Danang University Village project area is located in Quang Nam province, specifically passing through 04 residential blocks Tu Ha, Cau Ha, Tu Ngan and Ngoc Vinh in Dien Ngoc ward, Dien Ban town. Of which, the largest area belongs to 02 residential blocks Tu Ha and Cau Ha. Particularly for Tu Ha, the total number of households with permanent residence here directly affected by the project is about 300 households; in addition, there are about 300 other households that are temporary residents up to now are also affected by the project. Because the project has been "suspended" for the past 27 years, it has caused many difficulties for the people; in which the most frustrating is that many families have many generations, their children have grown up but cannot separate households, cannot inherit, transfer houses and land. Besides, most of the civil infrastructure works such as roads, electricity, water, houses cannot be invested in construction or repaired.
According to the representative of the People's Committee of Dien Ban town (Quang Nam province), the Da Nang University Village Project located in Dien Ngoc ward has an area of 190 hectares, of which the area that needs to be cleared is 170 hectares, with more than 1,800 households affected. Accordingly, the land demand for resettlement is more than 1,300 plots of land and the cost of clearing the land is up to thousands of billions of VND. Meanwhile, the Project has been "soaked" for 27 years. During such a long period of time, many consequences have arisen, causing much suffering for people in the Project area. Along with that, the state management work in the area, especially the security situation, order, construction investment and socio-economic development of the authorities at all levels is also very urgent, with no good solution.
Meanwhile, according to Mr. Phan Quang Quoc Huy, Chairman of Dien Ngoc Ward People's Committee, the reason for not yet clearing compensation is because the investor has not yet arranged capital; while the resettlement arrangement for the Project of Quang Nam has occupied more than 50% of the Project's land area. Given the current situation of the Project being prolonged and the capital required being too large, the Project should be considered to adjust and narrow the area or delimit, only investing in areas that are really necessary.

Mr. Nguyen Xuan Ha, Vice Chairman of Dien Ban Town People's Committee (Quang Nam Province) said that if capital cannot be allocated, the Project area should be considered for readjustment, only about 50 hectares should be cleared, concentrated in areas convenient for Da Nang University to build auxiliary works, the rest should be left for the locality to renovate to create conditions for people to exercise their rights, then the town government can easily invest in works serving the people here.
Sharing the same opinion on the assessment that among the difficulties and problems of the Da Nang University Village Project in the past time, the most pressing issue is the "suspended" and prolonged Project, Associate Professor, Dr. Nguyen Manh Toan, Deputy Director of Da Nang University, said: People in the "suspended" planning area of the Da Nang University Village Project are not allowed to exercise some rights permitted by law such as establishing new households, dividing plots, donating, transferring, inheriting, changing land use purposes; are not granted permits to build or renovate houses...; urban infrastructure and socio-economic infrastructure works in the Project area are not invested in or upgraded; cultural, physical education and sports works have not been invested in construction; kindergartens and preschools in the Project area are only built temporarily and are lacking. Therefore, if the Project continues to be prolonged, it will add more difficulties to the people; At the same time, it also causes difficulties in the management of social security and order and construction in the area, causing loss of prestige for the Party Committee, the government of the two localities and related ministries and branches.
It can be said that the investment policy to build Da Nang University Village is a large project, affecting not only the two localities of Quang Nam and Da Nang but also the driving force project, affecting the entire Central and Central Highlands regions. The project has lasted for more than 27 years, but the site clearance and construction of related works have only been started in the area in Da Nang city, while the Quang Nam province side has not yet started. Meanwhile, the technical infrastructure works have not been built much and completed, mainly focusing on the planning stage and a few works of the Project. This is very regrettable and according to relevant agencies, units and localities, the main cause of the above situation is insufficient capital.
The above situation shows that the Da Nang University Village Project needs to be "rescued" soon to end the difficulties and frustrations of the people!
