(CPV) – The main content of the Da Nang University Urban Area Construction Project is to plan this facility as a multidisciplinary and interdisciplinary training and scientific research center… ensuring the connection between training, scientific research, and technology transfer, serving the economic development of the Central and Central Highlands regions. However, in reality, this project has been "suspended" for nearly three decades, causing much frustration among the people and relevant agencies, units, and localities.






Approved by the Prime Minister in 1997, the project has only been partially implemented in Da Nang City after 27 years.

Why has the project been delayed for 27 years?

  According to Decision No. 1057/1997/QD-TTg dated December 9, 1997, of the Prime Minister , the Da Nang University Urban Area Construction Project (also known as the Da Nang University Village Project) was implemented in two localities: Da Nang City and Quang Nam Province, with a training scale of approximately 30,000 students by 2010 and a total land area of ​​about 300 hectares. Of this, 190 hectares were located in Dien Ngoc Commune, Dien Ban District (now Dien Ngoc Ward, Dien Ban Town) in Quang Nam Province; and 110 hectares were located in Hoa Quy Ward, Ngu Hanh Son District, Da Nang City.

On July 9, 2020, in Decision No. 986/QD-TTg approving the zoning plan for the construction of Da Nang University, at a scale of 1/2000, the Prime Minister adjusted the training scale to 60,000 students; the number of teaching and working staff: 3,364 people; and the existing and newly developed population: 5,000 people.

Approved by the Prime Minister in 1997, the project has been underway for over 27 years, but only a portion within Da Nang City has been implemented (78.95 hectares out of 110 hectares have been cleared); the entire project area in Quang Nam province has yet to undergo compensation and land clearance.

Regarding further information on the project's implementation timeline, a representative from the University of Da Nang stated that, in fact, after being "suspended" for 20 years, the Da Nang University Village Project restarted after the Prime Minister's meeting with Da Nang City and Quang Nam Province on February 24, 2017, and the conclusion reached in Notice No. 149/TB-VPCP. In that notice, the Prime Minister directed that the "suspended planning" of the Da Nang University Village, which had been stalled for the past 20 years, must be "quickly terminated; it will be included in the medium-term investment plan and other legal sources for the development of the University of Da Nang, with a focus on prioritizing the complete resolution of land clearance issues so that the Da Nang University urban area can be developed soon, overcoming the delays of the past."

Regarding the current investment status, according to representatives from the leadership of Da Nang University, firstly, concerning planning, the zoning plan for the project at a scale of 1/2000 has been completed; the detailed construction plan at a scale of 1/500 for Da Nang University in Hoa Quy ward, Ngu Hanh Son district, Da Nang city has also been completed. The detailed construction plan at a scale of 1/500 for Da Nang University in Dien Ngoc ward, Dien Ban town, Quang Nam province is currently awaiting appraisal and approval from Quang Nam province.

Regarding land clearance, as mentioned above, only 78.95 hectares out of 110 hectares in Hoa Quy ward (Ngu Hanh Son district, Da Nang city) have been cleared so far; while in Quang Nam province, no compensation or land clearance has been carried out at all.

Regarding infrastructure projects, according to the leadership of Da Nang University, during the period 1997-2017, only the following buildings were completed: Building A2 (one 5-story block and two 3-story blocks), Building A3 (one 4-story block), and the dormitory (two 5-story blocks), along with accompanying technical infrastructure works such as site leveling, water supply, drainage, transportation, and electricity supply.

From 2018 to the present, the Project has completed the construction of two building components: a 5-story learning, practice, and experiment building for the Faculty of Medicine and Pharmacy (with a construction area of ​​2,045 square meters and a floor area of ​​8,127 square meters) and a 5-story office building for the University of Technical Education (with a construction area of ​​1,719 square meters and a floor area of ​​6,950 square meters).

Regarding the total capital investment needs, according to representatives from the University of Da Nang, the total capital required for the Project is approximately 12,587 billion VND. Of this, the total state budget allocated to the Project from 1997 to the present is 3,612 billion VND (1,497 billion VND from the state budget and 2,115 billion VND from foreign sources). Specifically, the state budget allocated 235 billion VND during the 1997-2015 period; 600 billion VND during the 2016-2020 period; and 2,777 billion VND during the 2021-2025 period (662 billion VND from the central budget and 2,115 billion VND from foreign sources).

Sharing more information about foreign funding, a representative of the leadership of Da Nang University said that the project to build technical infrastructure and essential facilities for Da Nang University in Hoa Quy - Dien Ngoc is being implemented with a loan from the World Bank (WB) with a total investment of 2,777 billion VND (ODA project).






Twenty-seven years have passed since the Prime Minister approved the plan, but the Da Nang University Village area remains in a very chaotic state…

The people bear many consequences.

Through on-site investigations in the project areas of Quang Nam province and Da Nang city, it has been found that the biggest difficulty and concern for the Da Nang University Village Project in recent times is the prolonged "suspension" of the project.

Expressing his frustration over the prolonged project, Mr. Truong Ha, Head of Tu Ha neighborhood (Dien Ngoc ward, Dien Ban town, Quang Nam province), stated that the Da Nang University Village Project covers an area within Quang Nam province, specifically passing through four neighborhoods: Tu Ha, Cau Ha, Tu Ngan, and Ngoc Vinh in Dien Ngoc ward, Dien Ban town. The largest affected areas are in Tu Ha and Cau Ha neighborhoods. In Tu Ha alone, approximately 300 households with permanent residency are directly impacted by the project; in addition, about 300 other households are currently temporary residents also affected. The project's 27-year delay has caused numerous difficulties for residents; the most pressing issue is that many families, across generations, with grown children, are unable to separate their households, inherit, or transfer their houses and land. Furthermore, most essential infrastructure such as roads, electricity, water, and housing cannot be invested in, constructed, or repaired.

According to representatives of the People's Committee of Dien Ban town (Quang Nam province), the Da Nang University Village Project, located in Dien Ngoc ward, covers an area of ​​190 hectares, of which 170 hectares require land clearance, affecting more than 1,800 households. Therefore, the land needed for resettlement is over 1,300 plots, and the land clearance costs amount to thousands of billions of VND. Meanwhile, the project has been stalled for 27 years. This prolonged delay has led to numerous negative consequences and caused immense hardship for the people in the project area. Furthermore, the state management in the area, especially regarding security, order, investment, construction, and socio-economic development, has been extremely problematic and lacks effective solutions.

Meanwhile, according to Mr. Phan Quang Quoc Huy, Chairman of the Dien Ngoc Ward People's Committee, the reason for the delay in land clearance and compensation is that the investor has not yet allocated funds; while the resettlement for the project in Quang Nam province has already occupied more than 50% of the project's land area. Given the prolonged duration of the project and the enormous capital required, perhaps the project should be reviewed and adjusted to reduce the area or be re-zoned, investing only in areas that are truly necessary.






To date, the project has only been partially implemented within Da Nang City (78.95 hectares out of 110 hectares have been cleared); the entire project area in Quang Nam province has yet to undergo compensation and land clearance.

Mr. Nguyen Xuan Ha, Vice Chairman of the People's Committee of Dien Ban town (Quang Nam province), suggested that if funding cannot be allocated, the project area should be adjusted. Only about 50 hectares should be cleared, focusing on areas convenient for Da Nang University to build auxiliary facilities. The remaining area could be used by the local authorities for urban planning, creating conditions for residents to exercise their rights. This would also make it easier for the town government to invest in public works projects in the area.

Sharing the same view on the difficulties and obstacles of the Da Nang University Village Project in recent times, the most frustrating issue is the "stalled" project, which has dragged on for too long. Associate Professor Dr. Nguyen Manh Toan, Vice Director of Da Nang University, stated: Residents in the "stalled" planning area of ​​the Da Nang University Village Project are not allowed to exercise certain rights permitted by law, such as establishing new households, subdividing land, gifting, transferring, inheriting, or changing land use purposes; they are not granted permits for construction or renovation of houses; urban infrastructure and socio-economic infrastructure in the project area are not invested in or upgraded; cultural, physical education, and sports facilities have not been built; and kindergartens and preschools in the project area are only temporarily constructed and inadequate. Therefore, if the project continues to be prolonged, it will only add to the difficulties for the people. This also creates difficulties in managing social security and order and in construction in the area, damaging the reputation of the Party committees, the governments of the two localities, and the relevant ministries and departments.

It can be said that the investment plan to build the Da Nang University Village is a large-scale project, impacting not only the two localities of Quang Nam and Da Nang but also serving as a driving force affecting the entire Central and Central Highlands regions. The project has been underway for over 27 years, yet land clearance and construction of related facilities have only begun in the area within Da Nang City, while the Quang Nam province side has yet to start. Meanwhile, many technical infrastructure projects have not been built or completed, mainly focusing on planning and a few project structures. This is very regrettable, and according to relevant agencies, units, and localities, the main reason for this situation is insufficient funding.

The above situation shows that the Da Nang University Village Project needs to be "rescued" soon to put an end to the difficulties and grievances of the people!
