Sticking to reality to improve and expand scientific research topics

This afternoon, October 28, Head of the Provincial Party Committee's Propaganda Department Ho Dai Nam chaired a working session with the Department of Science and Technology (DOST) on the implementation of scientific research projects since the beginning of the 2020-2025 term.

From 2020 to present, the Department of Science and Technology has focused on researching and advising the Provincial Party Committee, People's Council, and Provincial People's Committee to issue many documents on mechanisms and policies for science, technology and innovation development to comply with new resolutions and regulations. The Department has restructured science and technology topics and projects associated with the development of key commodity products to increase the added value and competitiveness of products, with the requirements for production development of enterprises and the economy, ensuring the principle of implementation in the direction of concentration, quality and high applicability, not chasing after quantity.

Priority is given to topics, research projects, and proposed solutions to develop the agricultural and rural economy, create livelihoods, and increase income for people such as: testing plant and animal varieties to improve productivity and quality of key agricultural products; applying new technical processes and farming methods to transform production structure, improve economic efficiency and people's income; changing the use of materials and input materials towards biosafety, producing clean agricultural products according to organic and natural processes; transforming organizational forms, production linkages, and the receptivity of people and businesses...

From 2020 to present, the Department of Science and Technology has organized 77 training courses with more than 2,210 participants; coordinated with localities, associations and unions to organize more than 40 training courses on the application of technical advances in agricultural production; consulted dozens of organizations and individuals on agricultural production technology processes, application of microbial preparations, environmental treatment technology, etc.

Regarding the policy to support the replication of scientific and technological research results according to Resolution No. 163/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council stipulating a number of policies to support the application and replication of scientific and technological results in the province in the period of 2022-2026, in 2022, support was provided to 40 organizations and individuals with a total budget of nearly 1.3 billion VND; in 2023, support was provided to 40 organizations and individuals with a total budget of 1.6 billion VND; in 2024, the Department of Science and Technology assessed and decided to support the first phase with a total budget of 628 million VND.

Regarding the implementation results of Decision No. 324/QD-UBND dated February 5, 2021 of the Provincial People's Committee approving the project "Application of microbial preparations in agricultural production in the period of 2021-2025, with a vision to 2030 in Quang Tri province", from 2021 to 2023, 59,699 tons of various microbial preparations were produced and supported for supply to organizations and individuals for application in production and environmental protection; in 2024, the Department of Science and Technology planned to prepare to produce more than 28 tons of preparations for localities, in which bidding packages for purchasing raw materials were conducted to produce preparations to promptly support businesses and people.

At the meeting, the leaders of the Department of Science and Technology also reported and evaluated good and creative ways that have brought about practical results. At the same time, they pointed out the current difficulties and shortcomings related to human resources; facilities and equipment for science and technology activities; funding for implementing science and technology topics and projects; the process of promoting technological and equipment innovation in enterprises...

The Department of Science and Technology recommends that the Provincial Party Committee, People's Council and People's Committee issue specialized resolutions on the development of the science and technology sector in general and the policy of training high-quality science and technology human resources in the period of 2026-2030 in particular to meet the needs of science and technology development in the new period; allocate gradually increasing funding every year to implement policies to support the application and replication of scientific research results into production practices and life...

Speaking at the meeting, Head of the Provincial Party Committee's Propaganda Department Ho Dai Nam highly appreciated the efforts, enthusiasm and responsibility of the Department of Science and Technology in researching and applying science and technology topics and projects into practice in recent times. Regarding the selection of topics for research in the coming time, Head of the Provincial Party Committee's Propaganda Department suggested that the Department of Science and Technology should closely follow practice to improve and expand scientific research topics.

At the same time, closely coordinate with relevant departments and branches to research new models of applying science and technology in developing household economy as well as developing more clean and nutritious agricultural products, prioritizing innovation in production technology for OCOP products to improve product quality and value, develop brands and expand business markets.

The Head of the Provincial Party Committee's Propaganda Department also requested the Department of Science and Technology to continue to strengthen cooperation with science and technology organizations, research institutes, and universities nationwide, especially seeking cooperation from foreign organizations and experts to coordinate research on science and technology tasks to serve the province's development.

Continue to complete the report on the results of research implementation and the applicability of science and technology topics and projects in practice from 2020 to present, clearly stating the difficulties and obstacles for the working group to synthesize and submit to the Standing Committee of the Provincial Party Committee for consideration and comments.
