According to the conclusion announcement dated May 4 of the Party Central Office, the Politburo and the Secretariat have assigned the Central Organization Committee to advise on the list of Politburo and Secretariat members assigned to monitor the progress of local mergers. From there, the Standing Secretariat will work directly with the leaders of the provinces and cities to inform the Politburo and Secretariat of the plan for key personnel after the merger.

Members of the Politburo and the Secretariat, as assigned, will closely direct the consolidation process at the local level, ensuring consistency in principles, goals, and requirements in the arrangement and use of cadres, especially the heads of provincial agencies and units. The arrangement of cadres, civil servants, and public employees will be carried out in a transparent and reasonable manner, along with ensuring policies and regimes, creating consensus, solidarity, and limiting complaints and concerns among cadres and party members.
The Politburo also requested the Government Party Committee and the National Assembly Party Committee to continue directing the completion of legal regulations, amending the Constitution and related laws to effectively implement the two-tier local government model. At the same time, agencies must strictly implement the Politburo's conclusions on decentralization and delegation of power from the central to local levels.
The Party Committee of the Ministry of Home Affairs and the Ministry of Finance were assigned to promptly complete procedures and arrange funds to promptly pay benefits and policies to staff during the process of restructuring the apparatus.
Central and local Party committees, agencies and units are also required to focus on directing the organization of Party congresses at all levels on schedule, paying special attention to building documents and personnel in merged localities.
Along with the work of organizing the apparatus, the Politburo and the Secretariat emphasized continuing to promote economic development, science and technology, and taking care of people's lives, with the spirit of "not delaying any work".
Continue to recruit teachers and medical staff during the merger period
The Politburo and the Secretariat agreed on the policy of continuing to recruit civil servants in the education and health sectors during the period of reorganization and merger of provincial and communal administrative units, provided that they are within the staffing quota approved by competent authorities.
Accordingly, the recruitment of preschool and primary school teachers and primary health care workers will not be interrupted during the local merger process to ensure the stable operation of essential services. The Ministry of Home Affairs is assigned to review the overall demand for civil servants in these two fields in localities; at the same time, guide, inspect and supervise the recruitment to ensure compliance with regulations and staffing targets from the 2025-2026 school year.
It is known that on May 5, the Ministry of Home Affairs issued a document guiding the supplementary policies for cadres, civil servants and public employees in the process of restructuring the apparatus. Accordingly, the plan to reduce 20% of the payroll does not apply to civil servants in the education and health sectors. This policy aims to ensure the quality of public services in essential fields.
