The document stated that, in order to carry out the assigned tasks in Section 2 of Conclusion No. 170-KL/TW, dated June 24, 2025 of the Secretariat on guiding ministries, branches and localities to focus on implementing Plan No. 02-KH/BCĐTW, dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation, the Central Party Office - Standing Agency of the Steering Committee respectfully sends to agencies and localities the "Handbook on implementing Plan No. 02-KH/BCĐTW, dated June 19, 2025 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system" (hereinafter referred to as the Handbook) for timely implementation at their agencies and localities.
Requires drastic and synchronous participation
From July 1, 2025, in order to carry out the task of arranging and organizing the apparatus of the political system in the direction of streamlining, effectiveness, efficiency and effectiveness, 34 provinces and cities officially came into operation under the 2-level local government model. In order to operate the apparatus effectively, smoothly, and better serve the people and businesses, Plan No. 02-KH/BCĐTW of the Central Steering Committee on Science , Technology, Innovation and Digital Transformation was born not only as an administrative document, but also as an Action Plan, an order requiring the drastic and synchronous participation of the entire political system.
The strategic importance of this Plan lies not only in ensuring the smooth operation of the new apparatus from July 1, 2025, but also in being a key step to realizing the goals in Resolution No. 57-NQ/TW of the Politburo , creating a major transformation in national governance capacity, competitiveness and service quality for people and businesses. This is the first time we have a Plan on digital transformation that is interconnected, synchronous and unified in political system agencies from the central to local levels.
To ensure the successful implementation of Plan No. 02-KH/BCĐTW, the Standing Office of the Steering Committee requests that Party committees, Party organizations, departments, ministries, branches, localities, agencies, units and each cadre, Party member, civil servant and public employee uphold the spirit of responsibility, be proactive, creative, act decisively, excellently complete assigned tasks, thoroughly grasp the guiding spirit: "Unified perception, synchronized action, continuous supervision, practical effectiveness":
Unified awareness: All levels and sectors must clearly understand that this is a key political task, not the job of any particular sector or level.
Synchronized action: There must be participation of the entire Party, National Assembly , Government, Fatherland Front and organizations from the Central to the grassroots level, creating a combined strength.
Continuous monitoring: All activities must be closely monitored and supervised in real time to promptly detect and remove difficulties.
Substantive effectiveness: Taking the satisfaction of people and businesses and the operational efficiency of the apparatus as the highest measure, completely ending the disease of formality and achievements.
The manual is divided into 4 parts, 10 chapters, including:
Chapter 1 is the chapter that unifies awareness throughout the political system about the importance, urgency and core goals of Plan No. 02, ensuring that all actions are directed towards a common goal and a consistent guiding spirit.
Chapter 2 provides an overall model, outlining the key tasks and solutions of the Plan, helping all levels and sectors grasp “what to do” to achieve the set goals. The tasks are structured into 6 groups of pillar solutions and 3 leading breakthrough solutions.
In Chapter 3, the organizational models for implementing Plan 02 are described in detail, clarifying the roles, tasks and coordination relationships between levels, agencies and units. This is a "battle map" that helps all relevant parties clearly understand their positions and responsibilities in an overall operating mechanism.
The following chapters describe the core operating procedures of the Command Center and its stakeholders; Action manuals for the subjects (action manuals for command, monitoring and operation centers; manuals for 6 working groups of the Central Steering Committee; manuals for focal points of ministries, branches and central agencies; manuals for provincial and communal levels and for solution providers).
Regarding the content of Plan No. 02, the Guide provides full templates of detailed local implementation plans, sample decisions on establishing provincial-level working groups; response working groups to implement the plan; technology and professional response teams to support administrative procedure settlement at communes, wards and towns; sample system conversion scenarios; sample post-merger operation scenarios; daily data reporting templates; list of important administrative procedures that need priority; list of tasks by presiding agency; list of contact points and overall diagram of the organizational model, supervision, operation, etc.).
