Report on the results of the investigation into the suspected abuse case, suspending the activities of the children's group in Mui Ne ward

(NLDO) – Through inspection, authorities discovered a number of violations at the childcare center in Mui Ne and requested it to stop operations for correction.

On May 15, the People's Committee of Mui Ne Ward (Phan Thiet City, Binh Thuan ) reported the results of the investigation into the suspected child abuse case leading to injuries at Thuy Hang Family Children's Group on Nguyen Cong Hoan Street, Ward 1.

According to the verification results, on the evening of May 13, Ms. LTL (born in 1996) went to Mui Ne Ward Police to report that she suspected her daughter, A., had been abused and injured while being sent to Thuy Hang Family Children's Group.

Because baby A. cried a lot and showed signs of fatigue, Mui Ne Ward Police instructed Ms. L. to take her child to Binh Thuan General Hospital for examination and treatment. At the same time, they invited Ms. Le Thi Ha (commonly known as Mrs. Bay, born in 1970), a nanny at the above-mentioned children's group, to come and work.

At the ward police station, Ms. Ha stated: on the morning of May 12, Ms. L. brought baby A. to the nursery and told her that "the baby has had diarrhea for the past few days and has diaper rash" and asked her to keep an eye on the baby.

At around 1:30 p.m. the same day, Ms. Ha changed baby A's diaper and discovered that the baby had a rash on his genitals, so she texted the baby's mother and instructed Ms. L. to apply medicine. Ms. Ha did not notice the other bruises and did not know about them. During the work, Ms. Ha promised not to hit baby A.

The ward police saved the text message that Ms. Ha sent to the baby's mother on May 12.

For baby A., the ultrasound results diagnosed "contusion of external genitalia" and "injury to the chest".

At the meeting with Mui Ne Police, Ms. L. stated that after taking baby A. to the Binh Thuan General Hospital for examination, the doctor explained that the bruises on her child's genitals were caused by her child falling or bumping into something, not by being beaten. The bruises on the child's back, left eyelid, and left arm were caused by the child falling.

"Ms. L. did not suspect Ms. Ha of beating her. Because she saw that Ms. Ha took care of baby A. but was not responsible for the baby falling, she was upset and reported it to the police to warn and remind Ms. Ha to be more responsible in taking care of my child as well as other children" - the document of Mui Ne Ward People's Committee stated.

In addition, Ms. L. also filed a petition not to request an injury assessment for baby A.'s injuries and also did not request any compensation from Ms. Ha.

At the Thuy Hang Family Children's Group facility, Ms. Ha presented a business license and a practice certificate under the name of her daughter, Tran Thi Thuy Hang.

Currently, Mrs. Ha's facility is in a group of 7 children, but through inspection, this facility is holding 9 children. However, it was verified that the remaining 2 children are her grandchildren.

According to regulations, a group of 7 children must have 2 babysitters for children under 2 years old, but in reality, the current facility only has Ms. Ha, so it has not been implemented in accordance with regulations.

The childcare facilities are adequate but the surveillance camera system is broken and has not been repaired.

Ms. Ha currently does not have a practice certificate and does not have a food safety certificate.

Because of the above factors, the inspection team of the Ward People's Committee made a record requesting to stop operations starting from May 15, 2025 until all missing conditions are fully supplemented.
