In 2025, the Ministry of National Defense focused on building, gradually deploying, forming digital ecosystems, shared digital platforms, creating and developing digital data to serve digital transformation, and implementing Project 06 in the Ministry of National Defense. New open digital transformation projects were deployed on schedule, achieving good results. The work of maintaining the sending and receiving of electronic documents using digital signatures between the Ministry of National Defense and agencies in the state administrative system reached a rate of 100%. Agencies and units deploying the sending and receiving of electronic documents without full confidentiality in the electronic environment reached a rate of over 90%, well implementing the specialized digital signature certification service of the Government to serve the management, operation, exchange of electronic documents, and provision of online public services.

In particular, agencies and units in the Ministry of National Defense have implemented monitoring, urging, and inspecting the implementation of assigned tasks on the network environment, while actively applying information technology in competitions, sports, drills, and deploying many applications, shared software, and specialized software in the Ministry of National Defense. Units have built and deployed well the model of applying population data in border management, protection, and automatic immigration control; exploiting population data in medical examination and treatment registration at 3 hospitals: Central Military Hospital 108, Military Hospital 175, Military Hospital 105, helping to shorten the time to receive patients from 3 to 5 minutes to 15 to 30 seconds...

Speaking at the conference, Senior Lieutenant General Le Huy Vinh requested that agencies and units continue to complete project items; promote digital transformation in the Ministry of National Defense towards comprehensive digital transformation of management, command, and combat operations methods based on the application of digital data and digital technology associated with the process of adjusting the Army's organizational model towards being lean, compact, and strong.

Senior Lieutenant General Le Huy Vinh emphasized that digital technology is the driving force, digital data is the goal of the digital transformation process. In particular, digital data is identified as the strategic asset of the Ministry of National Defense, the basic digital data of the Ministry of National Defense is created and centrally managed, specialized digital data must be standardized, synchronized, unified with basic digital data and must be connected and shared within the Ministry of National Defense. The Deputy Minister of National Defense requested that projects must ensure requirements on information security and network security; all equipment, products, software, information systems, and investment projects on information technology must comply with regulations on information security and network security.
