Ensuring smooth and effective operation of the two-level local government model

On the afternoon of June 27, the Government Office held a national online conference to review the progress and results of implementing interconnected and synchronous digital transformation tasks to prepare for the implementation of a two-level local government model smoothly, effectively and without interruption from July 1, 2025. Deputy Prime Minister Nguyen Chi Dung chaired the conference. Attending the conference at the Hoa Binh bridge were comrade Dinh Cong Su, Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.

According to the report at the conference, as of the afternoon of June 27, 29/34 provinces have completed the construction of data center (DC) infrastructure, cloud computing to serve the installation and operation of information systems for command and control and service provision for people and businesses. Regarding network infrastructure at public administrative centers, 29/34 provinces have also completed.

Regarding the publicization of administrative procedures, 17/34 provinces completed the announcement of new administrative procedures; 19/34 provinces issued instructions on implementing administrative procedures transferred to the commune level after removing the district level; 14/34 provinces issued processing procedures and application forms; 23/34 provinces announced the addresses of public administrative centers and support points for people to perform public services; 27/34 provinces announced hotlines to support people and businesses...

Localities are synchronously deploying 5 key information platforms and systems, including: Administrative procedure settlement system; Document management and operation system; Online meeting system; Data integration and sharing platform; Reporting information system.

Ministries and branches have completed the publication of 976 administrative procedures, reaching 100% of the required procedures. At the same time, they organized working groups to go to localities to inspect, guide, support the storage of records and digitize documents to serve the two-level local government model.

At the conference, delegates proposed a number of contents to remove difficulties and obstacles in the implementation process such as: continuing to review, simplify, and restructure administrative procedures regardless of administrative boundaries; supporting connection, interconnection, and data sharing between systems; promptly issuing support policies for the team working on digital transformation in the political system; promoting administrative reform, ensuring publicity, transparency, and convenience in implementing the one-stop shop and inter-connected one-stop shop mechanisms...

Concluding the conference, Deputy Prime Minister Nguyen Chi Dung requested ministries, branches and localities, based on their assigned functions and tasks, to continue to closely coordinate, urgently review and complete items on institutions, architecture, technical infrastructure, data, applications... to serve people, businesses and the operations of state agencies, ensuring the new model operates effectively and smoothly from July 1, 2025.

The Deputy Prime Minister emphasized that localities and units need to strengthen propaganda and communication work on mass media and social networks so that people can clearly understand, agree and avoid confusion when changing the government's operating model. Careful preparation and drastic implementation of digital transformation tasks and apparatus improvement are important premises for the two-level local government model to operate effectively, towards building a modern e-government, with people as the center of service.
