Ensuring the completion of infrastructure projects serving the APEC 2027 Conference in Phu Quoc

Ensure project completion progress

The announcement stated that the People's Committee of Kien Giang province and ministries and branches have actively and simultaneously implemented 15 tasks assigned by the Government and the Deputy Prime Minister, completing 12 tasks and 3 tasks are still being implemented and not yet completed. On behalf of the Government, the Deputy Prime Minister commended the People's Committee of Kien Giang province, the Ministry of Construction, Vietnam Airports Corporation (ACV) and ministries and branches in: developing the Resolution of the Government, the Decision of the Prime Minister with specific mechanisms and policies to create favorable conditions for the implementation of projects serving the APEC 2027 Conference; the ministries have thoroughly grasped the spirit, participated, supported and guided localities in the process of implementing the projects; the People's Committee of Kien Giang province has proactively deployed the selection of investors and contractors for the projects quickly, creating a very good impression; the management of land, population, forests, etc. has been greatly improved and put into order; Investors and contractors have made efforts to implement projects.

However, this is only the initial result, currently only 2 main areas are being implemented, the Convention Center and the Airport, other projects have not yet started construction; site clearance has not been completed, many important infrastructure projects have not yet selected investors for implementation (waste treatment, wastewater, clean water, landscape, infrastructure, lighting, trees, etc.).

The Deputy Prime Minister requested all ministries, branches, localities and relevant agencies to actively participate in reviewing assigned tasks according to regulations and Decision No. 948/QD-TTg, identifying difficulties and obstacles in the implementation process as well as in the merger of provinces to find solutions to overcome and remove them to ensure the progress of completing the projects.

Report periodically once a month on implementation progress

Regarding general requirements, the Deputy Prime Minister noted: APEC 2027 Summit Week is an important international event, receiving the attention of the General Secretary, Party and State leaders. The Government has paid attention to leading, directing and creating conditions through 10 specific policies for Kien Giang Province, therefore, ministries, branches, and the People's Committee of An Giang Province (formerly Kien Giang Province) must continue to make more efforts and be more determined. Ministers of ministries must create all favorable conditions and support An Giang Province in the process of implementing projects.

Regarding investment in Phu Quoc International Airport, the decentralization regulations are now complete and comprehensive. The relevant agencies and units are urgently completing the handover of assets invested by the State; conducting the assessment of assets invested by ACV; investing in works to ensure flight operations; and developing a plan to ensure smooth operations of Phu Quoc International Airport.

Periodically once a month, the People's Committee of An Giang province and ministries shall fully report on the progress of the implementation of projects, works and related work, clearly stating difficulties, obstacles, recommendations and proposals. Relevant ministries and branches shall monitor, supervise, inspect, guide and promptly make corrections during the implementation process. The Deputy Prime Minister shall periodically organize inspection teams to supervise and urge the progress at the project sites every 2 to 3 months.

Complete the Implementation Plan and report to the Deputy Prime Minister before July 10, 2025.

Regarding specific tasks, the Deputy Prime Minister requested the People's Committee of An Giang province to direct the development of a detailed implementation plan and overall progress of the projects in the spirit of "clear people, clear work, clear time, clear products, clear responsibilities, clear authority". Have a plan to monitor, inspect, urge, and strive to complete the handover progress to serve the APEC 2027 Summit Week at least 3-6 months ahead of schedule. Complete the Plan, send it to ministries and agencies for monitoring and report to the Deputy Prime Minister before July 10, 2025.

For projects that have not yet selected investors, it is necessary to urgently complete investor selection procedures in July 2025, especially essential projects and works (domestic water supply plants, wastewater and waste treatment plants, freshwater reservoirs, etc.). To speed up progress, it is necessary to pay attention to policies to attract investors.

Site clearance work is often very complicated, therefore, it requires high political determination and the participation of the entire political system. During the implementation process, it is important to pay attention to propaganda, mobilization, grasping the situation, handling quickly, promptly, effectively, ensuring full legitimate rights for the people, meeting the schedule, not causing resentment or complaints. In case of having to carry out enforcement, it must be done in accordance with the provisions of the law.

For projects that have been selected by investors and projects implemented under emergency orders: urgently request to complete necessary procedures to deploy mine clearance, survey, design... strive to simultaneously start construction of projects and works on August 19, 2025 according to Official Dispatch No. 57/CD-TTg dated May 5, 2025 of the Prime Minister.

Regularly check and review the procedures for implementing bidding packages, works and projects to ensure prompt implementation and full compliance with investment laws.

Regarding mineral exploitation, strictly control the actual volume of minerals exploited to require organizations and individuals to fully fulfill financial obligations as prescribed; and prevent loss of State assets.

Immediately issue a document requesting the Ministry of Construction to promptly transfer State assets at Phu Quoc International Airport.

Resolve procedures within authority and assigned tasks

The Deputy Prime Minister requested ministries, branches, ACV and relevant agencies to accompany, supervise, proactively guide and resolve procedures under their authority and according to the assigned tasks in Resolution No. 01/2025/ND-CP and in Decision No. 948/QD-TTg, creating all favorable conditions for localities in the process of implementing projects, noting:

The Ministry of Agriculture and Environment develops and issues a plan to inspect and supervise: Conversion of forest land use to other purposes to implement projects to ensure compliance with legal regulations; Mineral exploitation; environmental impact assessment.

The Ministry of Construction ensures smooth, safe and uninterrupted air transport operations; directs the implementation of investment projects to ensure flight operations according to approved plans, ensuring synchronization with the progress of completing the Phu Quoc International Airport Expansion Investment Project; completes the transfer of State assets at Phu Quoc International Airport to localities before July 5, 2025.

The Ministry of National Defense and the Ministry of Public Security closely coordinate with the People's Committee of An Giang province, the Ministry of Construction, ACV... in organizing the operation and exploitation of Phu Quoc International Airport to ensure security, national defense, flight safety and the transfer of airport exploitation rights from ACV to the People's Committee of An Giang province.

ACV is responsible for maintaining, operating, and exploiting the infrastructure assets of Phu Quoc International Airport to ensure smooth transfer; promptly review and determine the list and investment value (original price, remaining value) and organize valuation of assets invested by enterprises at Phu Quoc International Airport as a basis for asset handling, to be completed before August 15, 2025.

Report clearly on investment plan for Urban Metro Line Project, Section 1

The Deputy Prime Minister also requested that investors commit to progress with the project owner and develop measures to shorten progress, implement investment projects to ensure quality, technique, aesthetics, security, safety, and environmental protection during construction.

Sun Group Corporation invested in the project with a cultural and valuable design, modern architecture, meeting the goal of being proud of being a symbolic project of Phu Quoc, affirming the role, position, prestige, stature and development of Vietnam in the world.

Regarding the recommendations, the Deputy Prime Minister assigned the People's Committee of An Giang province to clearly report the investment plan for the Urban Railway Line Project, Section 1, stating clearly the investment form (investment according to the Investment Law or the Investment Law under the public-private partnership method, etc.), the progress of the project implementation, the necessity of switching from the List of public investment projects to the List of investment projects under the public-private partnership method (PPP)..., consulting the Ministry of Finance, the Ministry of Construction and relevant ministries and branches to review and report to the Prime Minister for consideration and decision according to regulations, ensuring the completion of the project to meet the schedule for organizing the APEC Conference 2027.

Based on the report of the People's Committee of Kien Giang province and the opinions at the meeting, the Eastern coastal road project of Phu Quoc island and the coastal road project connecting An Thoi port are projects that indirectly serve the APEC 2027 Conference, ensuring synchronous infrastructure development for the region, serving emergency situations of national defense and security and creating land funds for socio-economic development. The People's Committee of An Giang province will prepare a proposal dossier, collect opinions from relevant ministries and branches, and report to the Prime Minister for consideration and decision according to regulations.
