Typhoon Kalmaegi moves fast and is very strong

At 7:00 a.m. on November 4, the center of the storm was located at about 10.7 degrees North latitude; 123.5 degrees East longitude, in the central region of the Philippines. The strongest wind near the center of the storm was level 13 (134-149 km/h), gusting to level 16. The storm moved in a West Northwest direction at a speed of about 20 km/h.

At 7:00 a.m. on November 5, the center of the storm was at about 11.5 degrees North latitude; 118.7 degrees East longitude, in the sea area east of the central East Sea. Wind force was level 13, gusting to level 16. From the next 72 to 96 hours, the storm moved mainly in the West Northwest direction, traveling 20 - 25 km per hour, and its intensity continued to weaken.

During the day and night of November 4, Dak Lak sea area will have scattered showers and thunderstorms, Northeast wind level 4 - 5, sometimes level 6. From the morning of November 6, it is likely to increase to level 12 - 14, gusting to level 17, rough seas.

Warning: The weather at sea and in coastal areas during the storm is extremely dangerous and unsafe for any vehicle or structure operating in the danger zone such as: cruise ships, passenger ships, transport ships, cages, rafts, aquaculture areas, dykes, embankments, coastal routes. Vehicles are at high risk of capsize, destruction, and flooding due to strong winds, big waves, and rising sea levels.

On land, from noon on November 6, on land in the eastern part of Dak Lak province, the wind will be at level 7 - 8, then increase to level 9 - 10, gusting to level 11 - 12. From noon on November 6 to the end of November 7, Dak Lak province will have heavy to very heavy rain. Total rainfall in the western mountainous areas is from 100-150 mm, >200 mm; in the eastern and northern areas of the province, it will be 200 - 300 mm, in some places it will be greater than 350 mm. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind. Heavy rain causes flooding in low-lying areas, landslides on steep hillsides, along rivers and streams.

At the meeting on proactively directing the prevention and control of storm No. 13 on the afternoon of November 3, Vice Chairman of the Provincial People's Committee Nguyen Thien Van requested relevant departments, branches, sectors and localities to promptly notify, propagate and call on owners of vehicles and boats operating at sea to know the location and direction of the storm (for ships in dangerous areas) to urgently move out of dangerous areas; maintain regular communication with owners of vehicles; be ready with forces and means to participate in handling situations when they occur; proactively move ships and boats to anchor and take shelter to ensure the safety of people and vehicles; promptly inform and guide the reinforcement of aquaculture cages and rafts to ensure the safety of houses and structures... according to each level of rain and storm.

Absolutely do not let people stay on cages, boats and aquaculture areas; have plans to protect agencies and assets of the State and the People, pay special attention to the headquarters in the Eastern region, equipment, machinery, documents... to avoid damage and loss of documents.

Proactively deploy storm response plans in a timely and effective manner, especially focusing on protecting key dykes and unfinished coastal works, traffic infrastructure works, other infrastructure works and full reservoirs for irrigation and hydropower plants...; arrange standing forces ready to handle possible situations.

The Provincial Police and the Provincial Military Command coordinate with localities to proactively develop plans and arrange permanent forces and vehicles to support localities when requested.

The Department of Education and Training proactively guides schools to have plans for students to take time off from school and provide appropriate supplementary teaching.

The Department of Industry and Trade and the Department of Agriculture and Environment, according to their functions and duties, require owners of hydroelectric and irrigation reservoirs to regulate flood water in accordance with regulations, ensuring absolute safety for downstream areas.

Dak Lak Urban and Environment Joint Stock Company; Phu Yen Urban and Environment Joint Stock Company and related units carry out urban tree trimming, clear drainage ditches, especially in urban areas to avoid local flooding.

For the People's Committees of communes and wards, be proactive, do not be negligent, subjective, lose vigilance and mobilize all political forces in the work of storm and flood prevention. At the same time, organize 24/7 on-duty to grasp the situation and promptly report to the standing agency and the Provincial People's Committee for direction; inspect and review unsafe houses, coastal residential areas, areas at risk of storm impact; landslide areas, hills; prepare plans to evacuate people in high-risk areas to safe places; proactively stock up on necessary necessities; in which it is necessary to implement well the "4 on-site" motto.

The leaders of the Provincial People's Committee requested the heads of departments, branches, sectors, and Chairmen of the People's Committees of communes and wards, according to their assigned functions and tasks, to proactively and ready forces, means, and equipment to participate in the work of responding to and overcoming the consequences of storms and floods after storms quickly, promptly, and effectively. Regularly report on the work of responding to, the situation of damage, and overcoming storms and floods to the Department of Agriculture and Environment (the standing agency of the Provincial Civil Defense Steering Committee on natural disaster prevention) to promptly synthesize and report to the Provincial People's Committee and the National Civil Defense Steering Committee.
