Faced with the situation of climate change evolving faster than predicted, causing increasingly serious consequences. The ability to adapt to climate change and prevent and combat natural disasters is still low, the economy is vulnerable and suffers great damage when natural disasters occur.

Natural resource management is still weak. Environmental pollution has not been thoroughly resolved, greatly affecting people's lives and activities, becoming a pressing social issue. Therefore, environmental protection work needs to be implemented more drastically to achieve the goal of comprehensive and sustainable development.

Current situation

In Binh Thuan, the work of responding to climate change, strengthening resource management and environmental protection has achieved some important achievements such as: The system of mechanisms, policies and laws on environmental protection has been gradually improved, the system of state management agencies on the environment has been strengthened. The basic and essential conditions that create the premise, position and strength for environmental protection work in the coming time have been met. Awareness and responsibility for environmental protection in society have been raised. Many urgent and long-standing environmental issues have been resolved. Environmental protection solutions in socio -economic development projects have been invested in and implemented. Many resources have been mobilized to proactively protect, improve the environment and respond to climate change... However, we are still facing many challenges, including the problem of severe environmental degradation. Climate change and rising sea levels have caused high tides, floods, rains, and storms with increasing intensity, becoming more complex and unpredictable. Environmental pollution is spreading, and the management and exploitation of natural resources in some places is still lacking control...

Urgent task

Faced with the above situation, the entire political system, all classes of people and the business community need to constantly raise awareness and take action against the impacts of climate change, natural disasters, resource degradation, and environmental pollution, which are becoming serious threats to people's health, lives, and local socio-economic development. It is necessary to clearly identify natural disaster prevention and control, climate change response, resource management, and environmental protection as the center of development decisions; carry out screening and selection of development investments based on environmental criteria; ensure harmony of interests, create incentives for relevant parties to actively participate in climate change response, management, exploitation, and effective use of resources, and environmental protection. Seriously and effectively implement the legal system, mechanisms and policies on climate change response, resource management and environmental protection, improve the management and operation capacity of all levels of government from the provincial to grassroots levels in resource management, environmental protection and natural disaster prevention and control. Adjust and supplement the planning and development plans of sectors and localities in accordance with the requirements of climate change response, natural disaster prevention and control, and environmental protection in each specific period. Minimize sectors, fields of production, business, economic development projects that exploit inefficiently, waste natural resources, discharge many pollutants, emit greenhouse gases, destroy landscapes, ecology, pollute the environment, increase the risk of natural disasters, especially in water sources, residential areas, riverside areas, coastal areas, and islands. Strictly control facilities with potential risks of causing environmental pollution and sources of waste discharge; Strictly handle violations, including measures to suspend operations, prohibit operations or force relocation according to legal regulations. Relocate industrial and handicraft production establishments and service establishments that cause environmental pollution out of concentrated residential areas. Encourage the development of renewable energy and energy saving. Continue to promote the socialization of waste and waste collection and treatment. Closely monitor weather developments. Proactively deploy plans and measures to prevent and mitigate natural disasters and adapt to climate change, ensure safety and minimize damage caused by natural disasters. Pay attention to preventing coastal erosion in tourist areas and coastal residential areas; continue to effectively dredge river mouths and estuaries, clear waterways for ships and boats; promptly implement drought-prevention solutions for production and daily life. Strengthening the inspection and supervision of the leadership, direction and implementation of the Party's guidelines and resolutions, the State's policies and laws, and inspecting and handling violations of the law, fighting against crimes related to natural resources and the environment; combining administrative and criminal handling with the application of economic and market tools to ensure effective implementation of policies and legal regulations on climate change response, natural disaster prevention and control, resource management and environmental protection. Reviewing and proposing adjustments according to authority to regulations on handling violations in the direction of raising the level of penalties, ensuring sufficient deterrence, education and general prevention. Strengthening and improving the effectiveness of international cooperation, mobilizing support resources from the international community in responding to climate change...

Implementing the above solutions well will ensure harmony between environmental and economic benefits, thereby contributing to creating a strong change in the direction of comprehensive and sustainable development in the future.
