As is known, on October 22, 2018, the Politburo issued Resolution No. 35-NQ/TW "On strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation" and that is the purpose of this Conference. From that, it can be said that 5 years is the necessary "retreat" for the whole society in general and journalists in particular, to have a basis to recognize and evaluate the successes that Resolution No. 35-NQ/TW brings, through social "effects".

It can be affirmed that in protecting the Party's ideological foundation, the revolutionary press (official press) plays a particularly important role. Therefore, our Party has repeatedly pointed out that the revolutionary press must perform well its function of propagating the Party's guidelines and policies, the State's policies, discovering, praising and spreading to the whole society the good, the beautiful, the new factors, and new ways of doing things. At the same time, it is necessary to actively fight against and criticize, eliminate the bad, the negative, correct the distorted, narrow-minded, childish perceptions, the malicious intentions, fight against and refute wrong and hostile viewpoints, and protect the correctness of the Party's ideological foundation.

Dien Bien is a remote, border area with large land area and sparse population, most of the residents are ethnic minorities, and the socio-economic conditions are still limited. Therefore, in recent years, taking advantage of temporary difficulties in this area or that area, hostile forces have continuously propagated negative, distorted, even slanderous and fabricated content to reduce the prestige of Party agencies, the government, the Fatherland Front, sectors at all levels, functional forces... and especially to cause division, localism, and incite ethnic hatred...

As the Party's media agency, Dien Bien Phu Newspaper has seriously received the direction of the Dien Bien Provincial Party Committee with the spirit of effectively and creatively implementing Resolution No. 35-NQ/TW of the Politburo. Over the past five years, Dien Bien Phu Newspaper has made practical contributions to the dissemination of the Party's guidelines and the State's policies. The Editorial Board assigned reporters with experience in writing political commentary to write articles with analytical content, interpretation, and clarification of the sustainable, correct, objective, and scientific values ​​of Marxism-Leninism, Ho Chi Minh Thought, and the inevitable path to Socialism in Vietnam. In remote and border areas, the newspaper advocates writing short articles with simple information and a very natural and simple way of posing issues to suit the common awareness of ethnic minorities. In addition, through the Dien Bien Phu Newspaper for ethnic minorities in the highlands, to propagate the Party and Government's policies on economy - culture - society for the mountainous areas in general, for ethnic minorities in Dien Bien in particular. On the other hand, Dien Bien Phu Newspaper also strives to proactively inform about major and important issues of the country; truthfully and vividly reflects the reality of social life; widely promotes the image of the country in general and the province in particular. Those articles and contents contribute to raising people's knowledge and performing well the function of cultural orientation, ideological orientation, and general awareness for readers; against unofficial information that infiltrates social life in one way or another, negatively affecting people's feelings and general awareness.

In recent years, many reporters of Dien Bien Phu Newspaper have won awards in the "Golden Hammer and Sickle" competitions, the National Press Awards; the Provincial Press Awards on the topic of Party building; bringing the Party's Resolution into life... That is not only encouragement but more than that, it is recognition and affirmation of the scope and contributions of a press agency that is still considered a "province", a low-educated area with countless specific difficulties when working. Obviously, reporters of Dien Bien Phu Newspaper do not only participate in competitions with the professional quality of their works, but also with the courage, conscience and civic responsibility of journalists facing complex social issues.

To fulfill its role well, Dien Bien Phu Newspaper promptly and accurately publishes news, articles, and photos with content that refutes the anti-Party and anti-State views of bad guys on all four publications. Recently, Dien Bien Phu Newspaper has focused on applying technology, digital transformation of journalism, and strongly innovating electronic newspaper publications; encouraging and assigning tasks to reporters, editors, etc. to write more news and articles specifically for electronic newspapers. The Editorial Board requires reporters, editors, etc. to learn, research, and keep up with the methods and trends of multimedia journalism and digital communication to promptly post on the Newspaper's publications, helping to promote faster and spread better. After posting on Dien Bien Phu Electronic Newspaper, each cadre, reporter, and editor shares news and articles on social networking platforms to promote and disseminate information quickly, ensuring authenticity, honesty, and objectivity. News and articles published in Dien Bien Phu Newspaper publications have content that resolutely, firmly and effectively refutes the ambiguous, fraudulent and extremely wrong arguments of hostile forces, contributing to timely orientation and stabilization of public opinion.

In addition, with the motto of "using beauty to eliminate ugliness", the Editorial Board advocates increasing the number of articles about typical individual and collective farmers in poverty reduction, and good implementation of the Party's policies and the State's laws. This satisfies the "seeing with one's own eyes" mentality of people in remote areas and ethnic minorities, and at that time, nothing can change their beliefs. The obvious effect is that no matter how bad elements preach, distort, or even bribe with money, they cannot "shake" the people.

Dien Bien Phu Newspaper operates in favorable and difficult conditions. The advantage is that the press environment in mountainous and border areas is generally not as vibrant and complicated as in lowland provinces, especially in localities such as Hanoi and Ho Chi Minh City. However, there are many difficulties and they are not easy to overcome. It is known that in the lowlands, many newspapers with abundant financial resources have gathered scientists, theorists, and prestigious experts with broad visions who enthusiastically participate in conferences, seminars, or write articles to refute erroneous and hostile viewpoints. There are newspapers that actively and effectively organize online forums, maintain special pages and columns, etc., thereby orienting the thinking and awareness of the majority of their readers against erroneous and hostile viewpoints, one-sided information, and "hot" issues that the public is interested in with different and contradictory understandings. Such professional activities with the lowlands are very normal, however, many mountainous newspapers, including Dien Bien Phu Newspaper, do not dare to think about it for many reasons. Besides the reason of limited finances, there is no mechanism to encourage royalties, the basic reason is about the "human resources" of journalism - That is the team of journalists, both professional reporters in the editorial office as well as collaborators at the base!

In the new context of globalization and international integration, of the strong development of the fourth industrial revolution, of digital technology and cyberspace... the issue of protecting the Party's ideological foundation has become more urgent than ever. It requires each press agency and each journalist to strive to overcome difficulties, to be worthy of being a steadfast soldier on the ideological and cultural front, and to strive to protect our increasingly prosperous Party and State.
