On January 30, Tam Ky City Police, Quang Nam Province, announced that they had just broken up a case of loan sharking in civil transactions, issued an order to detain a person in an emergency, and urgently searched the residence of Phan Thi Khanh Ly (born in 1990, residing in Hoa Thuan Ward, Tam Ky City) for the act of loan sharking in civil transactions.
Previously, through the work of grasping the local situation, the Criminal Police force of Tam Ky City Police discovered a group of subjects who had engaged in loan sharking in civil transactions through bank transfers and direct cash transactions.

To deal with the authorities, the subjects contacted through social networks (Zalo, Facebook, etc.) and transferred money with borrowers through many bank accounts, then cut off contact and destroyed information when the transaction was completed.
After collecting documents and evidence and applying synchronous professional measures, Tam Ky City Police detained the person in an emergency, urgently searched Phan Thi Khanh Ly's residence and summoned two related subjects to work, including: Nguyen Phan Anh Tai (born in 1985, residing in Hoa Thuan ward), Vo Thi Hoai Thuong (born in 1996, residing in An Son ward, Tam Ky city).
Initial investigation results determined that from 2022 until the time of discovery, Phan Thi Khanh Ly organized monthly term loans and daily collections with "exorbitant" interest rates from 216% to 360% per year.
The subjects collected money directly or the borrower transferred money to the accounts of Phan Thi Khanh Ly, Nguyen Phan Anh Tai, and Vo Thi Hoai Thuong.
Initial verification results showed about 12 borrowers with loans of more than half a billion VND. Phan Thi Khanh Ly illegally profited over 100 million VND.
