On January 17th, the Ha Giang Provincial Police announced that they have initiated additional criminal proceedings, charged and detained Mr. Nguyen The Binh (born in 1975, residing in Minh Khai Ward, Ha Giang City) for 4 months on charges of violating regulations on the management and use of state assets, causing losses and waste, for further investigation in accordance with the law.

Based on the results of the expanded investigation into the case of violations of bidding regulations causing serious consequences at the Department of Education and Training of Ha Giang province in 2017, the Police Investigation Agency determined that Mr. Nguyen The Binh - Director of this Department - also committed violations during the procurement of equipment for schools in 2019 and 2020.

Specifically, Mr. Binh committed violations in providing equipment that did not meet the needs of the schools; providing equipment to schools not eligible for the program; and purchasing and supplying equipment without the approval of the Provincial People's Committee, causing damage and waste of tens of billions of dong to the State budget.

Mr. Nguyen The Binh's misconduct shows signs of the crime of violating regulations on the management and use of state assets causing loss and waste, as stipulated in Clause 3, Article 219 of the Penal Code.

Currently, the Criminal Investigation Department of the Ha Giang Provincial Police is continuing to expand the investigation into the case, clarifying the responsibilities of the organizations and individuals involved in order to consider and handle the matter according to the law.

Previously, in December 2023, the Investigation Police Department of Ha Giang province initiated a criminal case, indicted and detained for 4 months Ms. Vu Thi Thanh Huyen (born in 1970, former head of the Planning and Finance Department, Ha Giang Department of Education and Training) and Ms. Vu Thi Thu Hoa (born in 1971, former accountant, Ha Giang Department of Education and Training) for violating regulations on bidding causing serious consequences.

Expanding the investigation, on January 10th, the Criminal Investigation Agency of the Ha Giang Provincial Police Department initiated legal proceedings and temporarily detained Mr. Vu Van Su (born in 1959, residing in Ha Giang City, former director of the Ha Giang Department of Education and Training) for investigation into the aforementioned offense.
