On March 11th, the Chairman of the People's Committee of Thai Binh province, Nguyen Khac Than, signed Decision No. 827, reprimanding the Director of the Provincial Department of Health.

According to this document, over the past period, the leaders of Thai Binh province have consistently paid attention to directing the health sector to comprehensively implement health-related tasks, meeting the increasingly high and diverse demands of the people in the province and neighboring localities.
However, to date, the Department of Health of Thai Binh province has not yet issued a document to implement the plan; it has not proactively and actively addressed the difficulties faced by the sector, leading to a shortage of medicines, chemicals, supplies, and medical equipment at some public health facilities.
This responsibility rests with the Director of the Provincial Department of Health.
The Chairman of the People's Committee of Thai Binh province criticized the Director of the Department of Health and requested that he promptly address the shortcomings, proactively and actively implement the key strategic tasks of the sector to effectively serve the task of caring for and protecting the health of the people in the province; and report the results to the People's Committee of Thai Binh province before March 20th.
Clause 3, Article 7 of Decree 112/2020/ND-CP, which regulates the disciplinary handling of officials, civil servants, and public employees, clearly states the forms of disciplinary action for civil servants holding leadership and management positions. Accordingly, the forms of disciplinary action for this group include: reprimand, warning, demotion, dismissal, and the highest form of disciplinary action is forced termination of employment.
However, among all the forms of disciplinary action listed in Decree 112, there is no form of disciplinary action involving criticizing officials.
Mr. Pham Quang Hoa currently holds the position of Director of the Department of Health of Thai Binh province. He was appointed to this position on February 5, 2021, for a term of 5 years. Prior to this, he served as Director in charge of the Department of Labor, War Invalids and Social Affairs of Thai Binh province.
