3 conditions carefully considered before arranging communes and wards in Binh Dinh
Mr. Ho Quoc Dung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Binh Dinh province said that the session had many particularly important and historic contents, creating a premise for the province and the whole country to enter a new era, an era of striving for strong development and prosperity of the Vietnamese people.
According to Mr. Dung, in the plan to arrange commune-level administrative units, many localities had to consult voters twice. The Provincial Party Standing Committee held many meetings, and the Provincial Party Executive Committee also discussed thoroughly to comprehensively consider related issues, including cultural and historical factors, people's thoughts and feelings, before officially submitting to the Provincial People's Council for consideration and decision according to its authority.

The Standing Committee of Binh Dinh Provincial Party Committee carefully considered three conditions before reorganizing communes and wards: they must be close to the people, to solve work in the best way for the people; create stability including history, culture, tradition, the merged communes must have similarities; especially create new development space.
After the arrangement, the province selected 12 communes and wards as the driving force for development.
"From now on, we will consider how to select officials who have enough virtue, talent, capacity, and vision to be assigned to these communes and wards as secretaries and chairmen," Mr. Dung said, adding that if this is not completed, and the locality does not develop within 1 or 2 years, they will have to be replaced.
The Secretary of the Binh Dinh Provincial Party Committee said that the Standing Committees of the two provincial Party Committees have reached a high consensus on the arrangement of administrative units in Gia Lai and Binh Dinh provinces. The approved resolution will be submitted to the Government and the National Assembly before May 1.
At the meeting, delegates of the People's Council of Binh Dinh province voted unanimously to approve the policy of rearranging commune-level administrative units of the province and the policy of rearranging administrative units of Gia Lai and Binh Dinh provinces.

Accordingly, after the arrangement, Binh Dinh province will have 58 administrative units (including 41 communes and 17 wards), a reduction of 97 commune-level administrative units compared to present.
Establishing Gia Lai province directly under the Central Government on the basis of merging the entire natural area of 15,510 km2, population of 1,770,592 people of Gia Lai province administrative unit and the entire natural area of 6,066 km2, population of 1,813,101 people of Binh Dinh province administrative unit.
The administrative unit of Gia Lai province formed after the reorganization has a natural area of 21,576 km2, a population of 3.58 million people and 135 commune-level administrative units (including 110 communes and 25 wards). The political and administrative center is located in Quy Nhon City (Binh Dinh) today.
The new Gia Lai province has a particularly important position.
Speaking at the end of the session, Mr. Ho Quoc Dung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Binh Dinh province said that the merger of Binh Dinh - Gia Lai provinces will create great advantages for socio -economic development, open up new development space, combine the potential of the Central Highlands with the development of Binh Dinh's marine economy.
The new Gia Lai province has a particularly important position in the Vietnam - Laos - Cambodia development triangle, creating opportunities for the value chain of agricultural products, tourism, industry, marine economy, etc.
At the session, the 13th Binh Dinh Provincial People's Council also passed 14 Resolutions in the fields of finance, budget and investment.

The Chairman of the People's Council of Binh Dinh province requested the Provincial People's Committee to urgently direct relevant departments, branches, agencies and units to fully complete the project dossier on the arrangement of administrative units at the commune and provincial levels, and submit it to the competent authority on time and in accordance with prescribed procedures.
Implement the following tasks in accordance with the direction of the Central Committee; proactively develop plans to report to competent authorities on the arrangement, assignment, and use of cadres, civil servants, and public employees, ensuring that the new apparatus begins operating immediately in accordance with the Resolution of the National Assembly, promoting efficiency, effectiveness, and efficiency.
At the same time, develop a specific roadmap for the management, use, and disposal of assets (offices, official residences, etc.) to ensure no loss or negative waste. Be proactive in directing and operating socio-economic development, ensuring that the work requirements of people and businesses are resolved continuously, without interruption or congestion causing delays.
After merging with Ninh Thuan, Khanh Hoa province has 64 communes, wards and 1 special zone.
On April 28, the 7th term People's Council of Khanh Hoa province held a thematic session, passing 16 important resolutions, including approving the policy of rearranging Khanh Hoa and Ninh Thuan provinces; Resolution on approving the policy of rearranging commune-level administrative units of Khanh Hoa province in 2025.

Previously, the People's Committee of Khanh Hoa province had consulted the people and sent it to the People's Councils at the commune and district levels with a very high level of consensus on the policy of rearranging Khanh Hoa and Ninh Thuan provinces; the policy of rearranging commune-level administrative units of Khanh Hoa province in 2025. Through preliminary surveys and initial assessments, the policy of merging provinces received high consensus from the Party committees, local authorities and people of the two provinces, especially in the context of the requirement to innovate the growth model and improve the effectiveness of public administration.
Specifically, Ninh Thuan province merged with Khanh Hoa province, taking the name Khanh Hoa province, the political and administrative center is located in Khanh Hoa province today. After the arrangement, Khanh Hoa province has a natural area of 8,555.86 km (reaching 171.12% of the standard), a population of 2.23 million people (reaching 159.61% of the standard) and 65 commune-level administrative units (including 48 communes, 16 wards, 1 special zone), meeting the standards of natural area and population size according to regulations.

Regarding the project to rearrange commune-level administrative units of Khanh Hoa province in 2025, delegates agreed with the policy of rearranging commune-level administrative units to reduce from 132 commune-level administrative units to 41 units.
The meeting also passed important Resolutions on: Regulations on architectural management of Nha Trang City and Cam Ranh City; List of works and projects requiring land acquisition for socio-economic development for national and public interests in Khanh Hoa province; List of projects requiring conversion of rice-growing land and production forest land to other purposes in Khanh Hoa province; Construction zoning plan (scale 1/2000) in Van Phong Economic Zone...
