On April 25, Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, had a working session with the Department of Science and Technology on the implementation of tasks in 2024, the first 4 months of 2025 and the key work program in the coming time. Attending were Comrade Ha Nhat Le, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Comrade Trinh Truong Huy, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee and representatives of leaders of a number of departments and branches.

In 2024 and the first 4 months of 2025, the Department of Science and Technology has proactively and actively implemented effective state management of science, technology, innovation and digital transformation; managed 109 science and technology tasks; accepted 23 topics, many results have been effectively applied, bringing clear socio-economic values. The province's local innovation index (PII) score increased from 22.18 in 2023 to 23.95 in 2024. Cao Bang province was honored and awarded the title "Typical locality in building a startup ecosystem in 2024" by the Vietnam Federation of Commerce and Industry (VCCI). Systems and applications serving digital government continue to be deployed and promoted effectively.
In addition, the number and quality of science and technology staff and experts in the province are still limited; technology transfer and application in local practice face many difficulties. The province's applied research infrastructure has not met the requirements of science and technology activities; infrastructure and equipment serving digital transformation in a number of priority areas in remote areas are still lacking and not guaranteed.
At the meeting, the Department of Science and Technology recommended that the province promptly issue directive documents, arrange funding and human resources to effectively implement Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; continue to pay attention to selecting and arranging public investment projects for the 2026 - 2030 period to supplement and complete infrastructure, science and technology, innovation and digital transformation; review, amend and supplement policies to encourage and support enterprises in applying standards and advanced quality management systems, building and applying traceability systems for products and goods.

Concluding the working session, Comrade Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quan Minh Cuong province suggested: The Department of Science and Technology should continue to promote the spirit of solidarity, complete assigned tasks well, ensure smooth, effective and efficient operations. Emphasizing the issue of research and application of science and technology, it is necessary to come from the practical needs of life, state management work, and the operation of Party committees and authorities, focusing on production needs, the fields of agriculture, border gate economy, health and administrative reform; review and comprehensively evaluate the ongoing scientific and technological tasks, based on reality, select appropriate topics to adjust and restructure the list of tasks in a streamlined, practical direction, in line with the socio-economic development orientation of the province. At the same time, it is necessary to pay attention to selecting scientific and invention topics that bring practical results to have a plan for technical and financial support. Proactively connect businesses and cooperatives with research institutes, universities and scientists to promote research, technology transfer and application of technical advances; pay attention to research in the field of social sciences and humanities. By 2025, disbursement of investment funds for science and technology, innovation and digital transformation will reach at least 90%, preventing loss and waste in the use of state budget resources for scientific and technological research activities.
The Provincial Party Secretary and Head of the Provincial National Assembly Delegation also requested to strengthen coordination between the Department of Science and Technology and relevant departments and branches in performing tasks of science, technology, innovation and digital transformation; pay attention to and have appropriate preferential and support policies for the team of experts and young human resources with qualifications, experience and dedication to the locality.
