Binh Dinh is rising to develop.

Having overcome numerous post-war challenges and embarked on a half-century journey of reconstruction and development, Binh Dinh has expanded in scale, becoming a relatively prosperous province in the region. This provides a solid foundation for Binh Dinh to thrive in the new era of development.

Investing in infrastructure, expanding development space.

Recalling the difficult but passionate days of rebuilding his homeland, Mr. Nguyen Tan Hieu - former Deputy Secretary of the Provincial Party Committee and Secretary of the Quy Nhon City Party Committee (9th and 10th terms) - couldn't help but feel nostalgic: "First, we had to plan the city, using infrastructure development as the foundation for socio-economic development. The focus of infrastructure development was developing the urban transportation network and connecting it to the national transportation network. The first thing Quy Nhon did was to build transportation routes from Phu Tai to the city center, then from Quy Nhon connecting to Phu Yen province via the Quy Nhon - Song Cau route, and building the Thi Nai bridge connecting the city with the Phuong Mai peninsula – a historic step. This project broke the province's isolation and created conditions for future expansion of development space," Mr. Nguyen Tan Hieu recalled fondly.

The extensive and well-developed transportation system is creating favorable conditions for the economic development of Binh Dinh province in many sectors.

According to Mr. Nguyen Duy Quy, former Acting Secretary of the Provincial Party Committee, Binh Dinh, a former agricultural province heavily devastated by war and lacking a foundation for industry, has consistently achieved and surpassed key socio-economic development targets throughout its half-century of development. In particular, investment in infrastructure, especially transportation infrastructure, has paved the way for Binh Dinh's expansion through a series of transportation projects along the coastal corridor, the western provincial road, and connecting roads within and between provinces.

Over the past 50 years, the province's socio-economic development has been continuous. In the last 10 years, the average economic growth rate has reached 7% per year; the scale of the economy has continuously expanded, from a poor province to ranking 5th out of 14 localities in the North Central and Central Coastal regions, and 25th out of 63 provinces and cities nationwide. The economic structure has shifted positively, tourism has developed strongly, and is gradually becoming a key economic sector of the province. Quy Nhon - Binh Dinh has become a famous tourist destination both domestically and internationally, and has been honored twice consecutively as an "ASEAN Clean Tourism City".

Courtney Gair, a Scottish tourist, visited Quy Nhon - Binh Dinh for the first time in late March 2025, amidst the festive atmosphere of the 50th anniversary of the liberation of Binh Dinh province (March 31, 1975 - March 31, 2025). She said: "My friends have talked a lot about Quy Nhon and Binh Dinh. However, upon arriving here, I found that my previous perceptions were insufficient. Quy Nhon is a small but incredibly beautiful and friendly city. It's a pity that my short stay wasn't enough to explore everything, so I will definitely return to your Quy Nhon - Binh Dinh."

From hardship to the development of his homeland today, Mr. Le Phuoc Thoai (72 years old, residing in Van An village, My Chau commune, Phu My district) affirms that it is a great transformation, clearly showing that the people have benefited and wholeheartedly contributed their labor and resources. The countryside is now bright, green, clean, and beautiful; clean water has reached the people; economic development has led to increased income and significantly improved living standards for the people.

Making Binh Dinh a center for science and technology.

In the first months of 2025, along with the serious and decisive implementation of the revolution in restructuring and streamlining the organizational apparatus of the political system according to the Party's policy, the socio-economic situation of the province continued to improve.

According to Chairman of the Provincial People's Committee Pham Anh Tuan, the province is determined to focus on developing transportation and logistics infrastructure as key factors in its strategy to boost economic growth. Currently, the province is implementing key projects, most notably the 118 km North-South expressway passing through Binh Dinh, expected to be completed in 2025, along with the upgrading of Phu Cat Airport. The Quy Nhon - Pleiku expressway project is also urgently preparing project procedures to submit to the National Assembly in May 2025 for early commencement this year. At the same time, special attention is being paid to developing the seaport system, including the Phu My Port project which is currently undergoing procedures, with the capacity to receive ships with a tonnage of up to 150,000 tons; the Phu My Industrial Park project has completed the investment policy phase and is being urgently prepared for commencement this year…

Speaking about the province's development journey, Central Party Committee member and Provincial Party Secretary Ho Quoc Dung also affirmed the "difference" in Binh Dinh's bold breakthroughs in socio-economic development, especially in investing in essential infrastructure. While the opening of National Highway 1D, breaking the isolation of Quy Nhon City, and the construction of Thi Nai Bridge connecting the city with Phuong Mai Peninsula were historic steps, the formation of the ICISE Center – the nucleus of the Quy Hoa science and education urban area – is considered a highlight of Binh Dinh compared to other localities nationwide, a bold move more than 10 years ago.

In 2013, the International Center for Interdisciplinary Science and Education (ICISE) was inaugurated and began operations, aiming to organize 10-12 high-quality international scientific conferences annually, focusing on basic and applied sciences, particularly in physics, and expanding to other fields such as biology, medicine, social sciences, and humanities. Over the past 10 years, Dr. Tran Thanh Son, Deputy Director of ICISE, stated that ICISE has collaborated with the Vietnam Meeting Association and Binh Dinh province to organize nearly 200 high-quality international scientific events, attracting over 12,000 scientists from 40 countries and territories. Furthermore, it has served as the "nucleus" for the formation of the Quy Hoa Science and Education Urban Area – the first of its kind in Vietnam.

From here, many technology giants such as TMA Solutions and FPT have invested millions of USD to develop infrastructure in Quy Hoa. Iconic science projects have been built, transforming Binh Dinh into a bright spot for science and technology, such as the Science Boulevard and the Center for Scientific Discovery and Innovation… Continuing to realize the goal of making Binh Dinh a science and technology center, the Artificial Intelligence and Supporting Urban Center, invested by FPT Group, covers over 93 hectares with a total capital of 4,362 billion VND in Quy Nhon City, gradually taking shape. “FPT is committed to accompanying Binh Dinh in the digital transformation and sustainable socio-economic development. This includes continued investment in Binh Dinh in scientific research, core technologies and innovation; and education and training of high-quality human resources,” affirmed Mr. Nguyen Van Khoa, General Director of FPT Group.

"Leading the way" in science and technology and innovation is a key strategy that Binh Dinh province has chosen to invest in even before Resolution 57-NQ/TW was issued. According to Chairman of the Provincial People's Committee Pham Anh Tuan, to realize Resolution 57-NQ/TW, in February 2025, the Provincial Party Committee issued Action Program No. 32-CTr/TU, identifying the development of science and technology, innovation, and digital transformation as a top breakthrough and the main driving force in socio-economic development, with three main pillars: Digital economy and high-tech industry; digital infrastructure and smart cities; and the development of innovative human resources. The goal is for Binh Dinh to become a major science and technology and artificial intelligence application center in Vietnam by 2045, leading the country in innovation.

This goal was affirmed by Mr. Nguyen Trong Nghia, Member of the Politburo and Head of the Central Propaganda and Mass Mobilization Department, as a breakthrough for Binh Dinh. “Building Binh Dinh into a ‘destination’ for industries, science and technology enterprises, and scientists from both domestic and international backgrounds; Binh Dinh must be worthy and worthy of being a center for science and technology and innovation,” Mr. Nghia emphasized.
