General Secretary To Lam has just signed a decision to issue Resolution No. 68 of the Politburo on private economic development.
Strive for a higher growth rate than the economy
Resolution 68 clearly states that after nearly 40 years of renovation, our country's private economy has gradually developed in both quantity and quality, becoming one of the important driving forces of the socialist-oriented market economy.
Vietnam aims to have 2 million enterprises by 2030, equivalent to 20 enterprises per 1,000 people. Of these, at least 20 large enterprises will participate in the global value chain.
Along with that, the private economy grows on average about 10-12%/year, higher than the growth rate of the economy. This sector contributes about 55-58% of GDP, 35-40% of total state budget revenue, creates jobs for about 84-85% of the total workforce, and labor productivity increases on average 8.5-9.5% per year.
The resolution also sets the goal that Vietnam's private economic sector will reach the level, technological capacity, innovation, and digital transformation of the top 3 countries in ASEAN and the top 5 countries in Asia by 2030.
By 2045, this region will develop rapidly, strongly, sustainably, and proactively participate in the global production and supply chain. Enterprises will be highly competitive in the region and internationally. The goal is that Vietnam will have at least 3 million enterprises, contributing over 60% of GDP.

According to the Politburo's guiding viewpoint, the private economy is the most important driving force of the national economy. It is also the pioneering force in developing science and technology, innovation and digital transformation.
According to the Resolution, the private economy plays a pivotal role together with the State economy and the collective economy to build an independent, autonomous, self-reliant and self-reliant economy associated with deep, substantive and effective international integration. This helps the country escape the risk of falling behind and rise up to prosperous development.
The Politburo affirmed that developing the private economy quickly, sustainably, effectively and with high quality is a central, urgent and long-term strategic task. Therefore, this orientation needs to be specified in the country's development strategies and policies. This is to promote all potentials and strengths, liberating all resources, especially among the people, for socio-economic development.
The Politburo also requested to completely eliminate "prejudices about the private economy", correctly assessing the important role of the private economy in national development. Along with that, the operator must nurture and encourage the spirit of entrepreneurship, innovation, and respect for businesses and entrepreneurs.
The Politburo emphasized the leadership role of the Party, the creation of the State, with enterprises as the center and subject. Vietnam will focus on training and fostering a team of entrepreneurs with ethics, business culture, courage, intelligence, creativity, and efforts to rise up. At the same time, the team of entrepreneurs will be honored and encouraged to develop strongly, have patriotism, national pride, aspiration to contribute, respect the law, and actively carry out social responsibilities.
Currently, with more than 940,000 enterprises and over 5 million business households, the private economy contributes about 50% of GDP, more than 30% of total state budget revenue and 82% of total labor force.
Important solution groups
The resolution also clearly states 8 groups of tasks and solutions. Among them, innovation in thinking, high consensus in perception and action, arousing national belief and aspirations, creating new impetus and new momentum for private economic development.
Consistent awareness of local Party committees, authorities, the entire political system, business community and people about the position and role of the private economy.
The State creates, serves, and supports the private economy to develop rapidly and sustainably, without administrative intervention in production and business activities contrary to market principles, and builds an open, friendly, cooperative, and honest relationship between the government and businesses to serve development creation.
The next group of tasks and solutions is to promote reform, improve and enhance the quality of institutions and policies, ensure and effectively protect ownership rights, property rights, freedom of business, and the right to fair competition of the private economy, and ensure contract enforcement of the private economy.
In particular, promote reform, improve institutions and policies. Innovate the thinking of building and enforcing laws according to market mechanisms, reduce administrative intervention, the "request - give" mechanism, and the mindset of "if you can't manage, then ban".
People and businesses are free to do business in fields not prohibited by law.
The resolution emphasizes the task of perfecting the law, removing barriers, creating an open, transparent, low-cost business environment. Transparency, digitalization, automation, and thorough application of artificial intelligence and big data in implementing administrative processes and procedures.
