Bao Yen district, located in the northwest of Lao Cai province, is familiar with heavy rains during the rainy season, but the people here have never witnessed such intense rains as the recent storm No. 3. When the storm hit, the heavy rain was continuous and prolonged, causing streams and ravines to overflow, carrying away rocks and soil and creating fierce currents. The floodwaters rose suddenly, causing fields, gardens, crops and many houses of people living along the river and in low-lying areas to be deeply submerged and swept away. Many roads were submerged and eroded by floodwaters, cutting off thousands of households, making rescue and relief work difficult.

The villages of Phuc Khanh, Xuan Hoa and Bao Ha communes (Bao Yen district) were the most severely affected. Households living near streams had to flee the flood at night, many people had to climb onto roofs or seek higher ground to avoid being swept away by floodwaters. People in these communes were almost completely isolated from the outside world.
Despite facing many difficulties, the people of Bao Yen district still persevere to overcome them. In the midst of difficulties, they still firmly believe in the help of the community and the government, determined to work together to recover and rebuild their lives.
Currently, the local government, as well as ministries, sectors and organizations are focusing on mobilizing all resources to support and help people stabilize their lives, restore production and gradually overcome the consequences caused by storm No. 3. However, the images of rice fields, houses, properties and livestock submerged and swept away by water, along with the pain of human loss, are unforgettable memories for the people of Bao Yen district.
Sharing with Tien Phong reporter, Mr. Ma Van Chu, a resident of Bac Cuong 2 village, Xuan Hoa commune, Bao Yen district, could not help but feel sad when recounting the terrifying moment on the night of September 8. At around 10 pm that night, when the whole village was gradually falling asleep, a loud explosion suddenly rang out, followed by a massive landslide from the mountain. Mr. Chu was at home with his three orphaned grandchildren at that time. “At that time, I could only hug my grandchildren and run outside, not having time to bring anything with me. I lost everything, I only had this house in my life, now there is nothing left. The land is still there but the house is gone” - speaking of this, his voice choked up, his eyes red.
Like Mr. Chu, the family of Ms. Dinh Thi Tuoi, a resident of Bac Cuong 2 village, only had time to carry a few children and run to higher ground; everything had been swept away by the water, from their house to their rice, nothing was left. Looking at the land that used to be their home, Ms. Tuoi could not hold back her tears. Ms. Tuoi's anxiety also reflected the general mood of hundreds of households affected by natural disasters.
After the devastating storm No. 3, many families were left homeless, not knowing where to turn. In that seemingly desperate moment, police officers and soldiers, as well as other functional forces and organizations, promptly appeared, bringing a ray of hope to the people after the "dark night of storms". From instant noodles, bottles of relief water, to the search for missing people for many days and nights, they have helped people to somewhat ease their painful losses.
Along with that is the very timely direction of Minister of Public Security Luong Tam Quang, requesting the Public Security of 6 Northern provinces including: Lao Cai, Yen Bai, Hoa Binh, Ha Giang, Bac Kan and Cao Bang to coordinate with local departments, branches and sectors to immediately implement the program to build 466 houses for households whose houses have collapsed or completely collapsed due to storms, floods and landslides.
To help people overcome difficulties, police officers and soldiers did not hesitate to endure hardships, sacrificing time, effort and enthusiasm to help rebuild houses for affected families.
Mr. Nguyen Van Du (in Lien Ha 5 village, Bao Ha commune, Bao Yen district, Lao Cai province) is one of the cases with no place to take shelter after the flood. He shared: "When I stood looking at the ruined house, not knowing where to start, the police officers came. The police officers said they would help me rebuild my house. I really could not believe that in the most difficult time, there were people who came to help so wholeheartedly."
Similarly, Mr. Lu Van Huynh (in Bong 4 village, Bao Ha commune) said that after the flood, thanks to the support of police officers, he and his family not only received material help but also felt great sharing and encouragement. "The police officers are not afraid of hardship, always standing side by side with the people, from cleaning, rebuilding houses, roofing, building new houses. Each completed house is the result of the joint efforts between the police force and the people. The mutual encouragement and motivation has helped us to continue moving forward. Not only is the material help, but the sharing in times of trouble has brought the warmth of the military-civilian relationship. We feel truly warm..." - Mr. Huynh said with emotion.
Speaking to Tien Phong reporter on a day at the end of October 2024, Mr. Trinh Xuan Truong, Chairman of Lao Cai Provincial People's Committee affirmed: "During the storm and flood, the police force has truly become a solid support for local people. Many heroic examples have not been afraid of difficulties, hardships, and dangers, and are ready to sacrifice themselves for their duties. These contributions have been recognized and highly appreciated by local Party committees and authorities, leaving a deep impression on the hearts of Party committees, authorities, and people."
Mr. Truong also said that, implementing the direction of the Ministry of Public Security, the Provincial Party Committee, and the Provincial People's Committee on focusing on responding to the impact of storm No. 3, Lao Cai Provincial Police have directed police units and localities to proactively coordinate and deploy measures to ensure security and order, prevent natural disasters, participate in search and rescue, and at the same time support and help stabilize the lives of people affected by the storm and post-storm floods, contributing to protecting the lives and property of the State and people.
In addition, implementing the policy of the Minister of Public Security on housing support for people, Lao Cai Provincial Police urgently coordinated with local authorities to review and start building houses for households across the province who lost their homes in the storm.
“We appreciate the active role of Lao Cai Police, who have been proactive from very early on and have resolutely carried out this work, working day and night, checking each household to have the earliest and most accurate assessment of the damage. Since September 27, Lao Cai Provincial Police have coordinated with local authorities to start building 42 houses for people,” said Mr. Truong, adding that in the coming time, the Provincial Police together with local authorities will continue to mobilize mass organizations to support people to complete the remaining works and items, ensuring stable lives for households affected by natural disasters.
New houses were built, gradually replacing the ruins before. Each house is a step forward in rebuilding people's lives. The noble actions of the People's Public Security force have affirmed the deep affection and responsibility of the police officers towards the people. They not only perform the task of ensuring security and order, but also are companions, supporting people to overcome difficulties in the most difficult times, in accordance with the spirit of "when the people need, when the people are in trouble, the police are there".
