In order to improve the quality of business development services, the Ministry of Industry and Trade has stepped up efforts to combat trade defense evasion and origin fraud.
Pursuant to Resolution No. 02/NQ-CP dated January 5, 2024 of the Government on tasks and solutions to improve the business environment and enhance national competitiveness in 2024, The Ministry of Industry and Trade issued Decision No. 158/QD-BCT dated January 26, 2024 approving the action program of the Ministry of Industry and Trade to implement the tasks assigned in Resolution 02/NQ-CP.
The Ministry of Industry and Trade said that with a high sense of responsibility, right from the beginning of 2024, agencies and units under the Industry and Trade sector have thoroughly grasped and closely followed the assigned tasks and solutions, proactively and actively implemented them with the highest effort to strive to complete and exceed the plan targets assigned by the Government to the Industry and Trade sector in 2024.

In particular, in the results on improving the quality of business development services, the Ministry of Industry and Trade said that, in terms of timely updating, disseminating and popularizing technical barriers and trade defense measures in international trade; supporting businesses to proactively grasp and promptly respond to trade defense cases investigated by foreign countries against Vietnamese export goods; implementing Project 824 (according to Decision No. 824/QD-TTg dated July 4, 2019 of the Prime Minister approving the Project "Strengthening State management and combating evasion of trade defense measures and origin fraud"), the Ministry of Industry and Trade has synchronously organized and implemented activities to perform assigned tasks within the framework of Project 824 such as coordinating with foreign investigation agencies to clarify allegations of evasion of trade defense measures; Strengthen cooperation and information sharing to combat trade defense evasion and origin fraud; disseminate potential risks and the Government's determination to combat origin fraud, illegal transshipment, and trade defense evasion.
In addition, according to the Ministry of Industry and Trade, in September 2024, the Ministry coordinated with the General Department of Customs and the US Customs and Border Protection (CBP) to organize two workshops to disseminate US regulations on anti-forced labor and anti-tax evasion of trade defense to management agencies and the business community to avoid risks when exporting to this market.
At the same time, the Ministry of Industry and Trade proactively builds a national database system on industries, markets, regulations, standards, import conditions of countries and commitments under free trade agreements and other international commitments. Provide free support for this information to businesses.
Project 824 was approved by the Government to improve the effectiveness of the international economic integration process, especially participation in new-generation Free Trade Agreements, ensuring serious and effective implementation of commitments within the framework of the World Trade Organization (WTO) and signed Free Trade Agreements (FTAs). At the same time, preventing acts of evading trade defense measures (TMPs), especially fraud of goods origin, in a comprehensive, synchronous and timely manner, helping to effectively exploit international commitments, develop sustainable import and export; protect the rights and interests of Vietnam in international trade; protect the interests of legitimate production and business enterprises.
The main solution of the Project is to strengthen state management of export, import and foreign investment activities; raise awareness and effectiveness of enforcement of legal regulations on trade defense, origin, customs, and anti-evasion of trade defense measures; review, develop, amend and supplement legal documents on anti-evasion of trade defense measures and origin fraud; prevent and strictly handle acts of evading trade defense measures and origin fraud.
