Faced with the complicated developments of storm No. 13 (Kalmaegi) which is likely to cause heavy rain, flooding, landslides, and is forecast to make landfall directly in the central provinces, the Command Committee for Civil Defense, Natural Disaster Prevention, Search and Rescue of the Border Guard of the provinces where the storm is likely to pass through has deployed storm response work.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 13 (Kalmaegi) is moving into our country at a fast speed (about 30km/hour), the storm center is at level 11, gusting above level 14 and has the potential to strengthen.
On November 4, the Command Committee for Civil Defense, Natural Disaster Prevention, Search and Rescue of the Border Guard of Dak Lak province held a conference to deploy response work to storm No. 13 (Kalmaegi), to ensure absolute safety of people and vehicles as well as support people in the area.
Accordingly, at the Provincial Border Guard Command, two standing platoons were established to be ready to respond to storms when situations arise, fully prepare forces, means and materials according to regulations, and ensure a smooth communication system.

Proactively advise the Provincial People's Committee to issue a sea ban when a storm makes landfall in the area, striving to avoid human casualties and minimize property damage to units and people in the area.
At the coastal units, the Provincial Border Guard Command for Civil Defense, Disaster Prevention and Control, Search and Rescue has directed units to maintain 100% of their personnel on duty as prescribed, ensure adequate forces, means, and materials as prescribed, be ready to perform tasks when situations arise, proactively respond to storms according to the four-on-the-spot motto; regularly monitor and grasp the direction of the storm, notify ship and boat owners, and workers at sea to avoid the storm's dangerous area and go to safe shelters.
Review and grasp vulnerable areas at risk of high tides, flooding, flash floods, landslides, and tornadoes; promptly advise local authorities and forces to organize reinforcement, bracing, and have plans to ensure safety for people in areas at risk of storms and post-storm circulation.
Firmly grasp the number of ships, boats at sea, cages and rafts for aquaculture; do not allow fishing boats to go to sea and the number of workers on cages and rafts for aquaculture when storms hit the area.
Organize mobile propaganda throughout the area so that people can grasp information about the storm situation, thereby taking timely preventive measures to proactively protect people's lives and property.
Stations, stations, and working groups are ready to welcome people in areas at risk of landslides, flooding, and high tides to take shelter from the storm; ready to fire signal flares to warn of storms when instructed by the Provincial Border Guard Command...

In Quang Ngai, implementing Official Dispatch No. 5695/CD-BCH dated November 3, 2025 of the Provincial Civil Defense Command on proactively responding to storm No. 13, the Quang Ngai Provincial Border Guard Command directed coastal units to synchronously deploy storm prevention and control measures.
At Sa Ky and Co Luy seaports, officers and soldiers of the Sa Ky port border post patrolled, propagated, and mobilized fishermen to move boats and fish cages to safe anchorage positions; assisted people in tying up their vehicles, fishing gear, and reinforcing the anchorage area.
In Van Tuong commune, officers and soldiers of Binh Hai Border Guard Station and people of Phuoc Thien village moved fishing boats and fishing equipment ashore and stored fishing nets and gear to avoid damage.
In Minh Tan Nam village, Mo Cay commune, officers and soldiers of Duc Minh Station went to each household to guide and help people tie down their houses, reinforce their roofs, and prepare to respond when the storm hits.

In Khanh Hoa province, at 4:30 a.m. on November 5, Phuoc Dinh Border Guard Station, Khanh Hoa Provincial Border Guard Command organized the firing of emergency storm warning flares, sending visual warning signals from the mainland to notify vehicles and boats to proactively move to avoid and anchor to ensure safety and prevent storm No. 13.
