The Ministry of Education and Training has just sent an official dispatch to the People's Committees of provinces and cities regarding the recruitment, management and use of preschool and general education teacher quotas.

According to the content of the Official Dispatch, the Ministry of Education and Training has coordinated with the Ministry of Home Affairs to report to the Central Government to supplement 65,980 teacher positions for localities according to Decision No. 72-QD/TW.

However, by the end of the first semester of the 2024-2025 school year, the country still had about 60,000 unfilled positions while there was a shortage of more than 120,000 teachers at all levels of public preschool and general education.

To solve the teacher shortage, the Ministry of Education and Training requested the People's Committees of provinces and cities to drastically implement related contents.

Firstly, direct units to urgently recruit teachers to ensure sufficient staffing levels assigned by competent authorities (including unused staffing levels and additional staffing levels for the 2024-2025 school year).

"Do not let the work of streamlining and streamlining the apparatus affect the work of recruiting teachers," the Ministry of Education and Training requested.

Second, implement solutions to ensure teacher recruitment sources such as: widely disseminating information about recruitment needs; having mechanisms and policies to attract teachers to work in the locality; placing orders for teacher training with training institutions according to local needs; enhancing training for teachers who are fluent in ethnic minority languages ​​but have not attended training courses or training in teaching ethnic minority languages...

Third, continue to review and transfer teachers from places with surplus to places with shortage; specifically determine the number and structure of teachers lacking by school year, level, and subject from the 2026-2027 school year to the 2030-2031 school year, and report to the Ministry of Education and Training.

Fourth, continue to review and rearrangeeducational facilities; reduce the number of schools based on the principle of convenience for people and suitability with the actual conditions of the region, area and locality. Develop mechanisms and policies to encourage organizations and individuals to establish non-public educational facilities, participate in the socialization of education to reduce the number of people receiving salaries from the state budget.

At the beginning of the 2024-2025 school year, the Ministry of Education and Training said that the country lacked more than 113,000 teachers at all levels from preschool to high school. The shortage of teachers exists in most localities, especially teachers teaching new subjects of the 2018 General Education Program such as: English, Information Technology, Music, and Fine Arts.

According to this ministry, the reason for the teacher shortage is that many people still quit their jobs, recruitment sources are difficult, attraction to the industry is limited, recruitment in localities is slow... Some localities still have assigned positions but have not recruited.
