According to CNN on May 22, the US Department of Homeland Security (DHS) announced that Harvard is no longer allowed to accept foreign students. International students currently studying at the school will be forced to transfer to another institution if they want to maintain their legal residency status.

Secretary Kristi Noem said the decision came after Harvard refused to provide behavioral records of international students as requested by the US Department of Homeland Security.

In a letter to the university’s board of directors, Noem accused Harvard of maintaining an unsafe academic environment that was hostile to Jewish students, promoting sympathy for Hamas, and implementing a diversity, equity, and inclusion (DEI) policy that was deemed discriminatory. She warned that this was a stern message to the entire highereducation system nationwide.

Harvard expressed concern about the administration’s decision, saying the move could undermine the university’s educational and research mission, especially given the important role the international academic community plays. According to data for the 2024-2025 academic year, international students make up more than 27% of Harvard’s total student population, or nearly 6,800 people.

From the White House, spokeswoman Abigail Jackson declared that recruiting international students is a privilege, not a right, and accused Harvard of promoting anti-Americanism and anti-Semitism.

Some in academia have expressed concern about the decision's potential impact on American higher education.

Professor Jason Furman - an economist at Harvard and former Obama administration official - said this measure could have a detrimental effect on universities' research, innovation and international standing.

Some faculty members say that without international students, many labs at Harvard are at risk of having to shut down.
