The Ministry of Education and Training requested Quang Nam to have its own policy to support boarding students and teachers.

According to the voters' recommendation, it is recommended to consider allowing managers, teachers, and staff working at general schools with boarding students to receive a 0.3% responsibility allowance like ethnic minority boarding general schools, because the tasks and responsibilities are the same in the same working environment of educating students in especially difficult areas.

In addition, it is recommended that the Ministry of Education and Training coordinate with the Ministry of Finance to soon amend Joint Circular No. 109 dated May 29, 2009 guiding a number of financial regimes for students of ethnic boarding schools and ethnic university preparatory schools to be consistent with new regulations and the actual situation; in which, consider increasing the support levels for personal belongings for students, tuition fees, dining utensils and uniforms, etc.

Regarding the above issue, the Ministry of Education and Training said that teachers and educational administrators of ethnic boarding schools; semi-boarding schools; university preparatory schools; specialized schools; gifted schools; schools and classes for the disabled and handicapped, in addition to enjoying the general regimes and policies for teachers, are also entitled to the policies stipulated in Decree No. 61 dated June 20, 2006 of the Government stipulating policies for teachers and educational administrators working in specialized schools and areas with especially difficult socio -economic conditions.

Due to regional characteristics, some localities have schools with boarding students but do not meet the conditions to establish boarding schools according to regulations, so they are not entitled to enjoy the policies and regulations in the above documents. The Ministry of Education and Training requests the People's Committee of Quang Nam province to have separate policies to support boarding students and teachers participating in managing boarding students.

Regarding the implementation of Resolution No. 01 dated January 6, 2023 of the Government, the Ministry of Education and Training has drafted a Decree regulating policies for nursery children, students, and trainees in ethnic minority and mountainous areas, coastal and island areas, and educational institutions with nursery children and students enjoying policies (replacing Decree No. 116/2016/ND-CP and Joint Circular No. 109/2009/TTLT/BTC-BGDDT).

The above-mentioned petition of voters of Quang Nam province has been accepted in the draft decree. On October 25, 2024, the Ministry of Education and Training submitted Document No. 1573 to the Government with the draft decree (third submission) for the Government to consider and promulgate in the coming time.
