One of the notable points at the 2025 Higher Education Conference held this morning (September 18) in Hanoi is that the Ministry of Education and Training asked schools for opinions on the number of applications for admission.
The proposal to limit wishes was made in the context that by 2025, the total number of candidates registering for the exam will reach 852,000 with 7.6 million wishes for more than 4,000 majors and training programs of more than 500 universities and colleges nationwide.
In addition to the current plan of no limit on wishes, the Ministry of Education and Training added two new proposals of a maximum of 5 wishes and 10 wishes.
According to the 2025 university admission statistics, on average each candidate registers 9 wishes. However, there are also candidates from Phu Tho who register hundreds of wishes.
Notably, a candidate registered 231 wishes for all majors and schools from North to South. With a fee of 15,000 VND for each wish, this candidate had to pay a total of 3,465 million VND. Another candidate also recorded registering 120-160 wishes.
According to the Ministry of Education and Training, with more than 7.6 million applications, the entire process was done completely online, from registration, fee payment, virtual filtering and admission confirmation, with no errors from the general system.
As for the Northern group, chaired by Hanoi University of Science and Technology, which organized the general admission exam for 65 training institutions, the initial admission exam software was overloaded due to the large amount of calculations.
The Ministry of Education and Training has requested to extend the nationwide virtual screening period by 2 more days but still ensure the announcement of admission results on schedule (August 22).
The online registration system is open from August 25 to September 2 (3 days longer than planned).
In addition to limiting the number of applications, the Ministry of Education and Training also solicited opinions to propose eliminating the admission method based on academic records.
Some new policies were issued such as: Revised and supplemented admission regulations, preferential policies for candidates' regions in the context of merging provinces.
It is expected that the new adjustments will be applied immediately in 2026 enrollment.
The Ministry also requested training institutions to promptly announce enrollment methods from 2026 in October 2025; Issue enrollment plans applicable for 2027 (earlier if possible).
