Appointment and salary arrangement for college lecturers

In the draft Circular regulating codes, appointment and salary classification for teachers teaching in public educational institutions, the Ministry of Education and Training proposed regulations on appointment and salary classification for college and university lecturers.

The draft proposes regulations on appointment and salary classification for college lecturers as follows:

Officials currently teaching at public vocational training institutions who meet the standards of professional ethics and training and development levels prescribed in the Professional Standards for College Lecturers shall be appointed to corresponding professional titles according to the following regulations:

Appointment to the professional title of practical college lecturer - Code V.09.02.04 for practical vocational education lecturer (grade III) - Code V.09.02.04;

Appointment to the professional title of college lecturer - Code V.09.02.03 for theoretical vocational education lecturer (grade III) - Code V.09.02.03;

Appointment to the professional title of main college lecturer - Code V.09.02.02 for main vocational education lecturer - Code V.09.02.02;

Appointment to the professional title of senior college lecturer - Code V.09.02.01 for senior vocational education lecturer - Code V.09.02.01.

Officials appointed to the professional positions of college lecturers prescribed in this Circular shall apply the corresponding salary table issued with Decree No. 204/2004/ND-CP, specifically as follows:

College lecturer - Code: V.09.02.04, salary coefficient of type A0 civil servant from salary coefficient 2.10 to salary coefficient 4.89 is applied;

College lecturer - Code: V.09.02.03, applies salary coefficient of type A1 civil servant from salary coefficient 2.34 to salary coefficient 4.98;

Main college lecturer - Code: V.09.02.02, applies salary coefficient of type A2 group 1 civil servant (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;

Senior college lecturer - Code: V.09.02.01, is applied with salary coefficient of type A3 group 1 civil servant (A3.1) from salary coefficient 6.20 to salary coefficient 8.00.

Appointment and salary arrangement for college lecturers

According to the draft regulations on appointment and salary arrangement for college lecturers as follows:

Officials currently teaching at public pedagogical colleges who meet the standards of professional ethics and training and development as prescribed in the Professional Standards for Lecturers of Pedagogical Colleges shall be appointed to corresponding professional titles according to the following regulations:

Appointment to the professional title of college lecturer - Code V.07.08.22 for college lecturer (grade III) - Code V.07.08.22;

Appointment to the professional title of main college lecturer - Code V.07.08.21 for main college lecturer (grade II) - Code V.07.08.21;

Appointment to the professional title of senior college lecturer - Code V.07.08.20 for senior college lecturer (grade I) - Code V.07.08.20.

The professional titles of teaching staff prescribed in this Circular are applied to the Professional and Technical Salary Table for cadres and civil servants in State-owned enterprises (Table 3) issued together with Decree No. 204/2004/ND-CP, specifically as follows:

The job title of college lecturer - Code: V.07.08.22 is applied with the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98;

The professional title of senior college lecturer - Code: V.07.08.21 is applied with the salary coefficient of civil servants of type A2, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;

The professional title of senior college lecturer - Code: V.07.08.20 is applied with the salary coefficient of civil servants of type A3, group 1 (A3.1) from salary coefficient 6.20 to salary coefficient 8.00.

Appointment and salary arrangement for university lecturers

Draft regulations on appointment and salary classification for university lecturers are as follows:

Officials currently teaching at public higher education institutions who meet the standards of professional ethics and training and development levels prescribed in the Professional Standards for lecturers teaching at higher education institutions shall be appointed to corresponding professional titles according to the following regulations:

Appointment to the professional title of university lecturer - Code V.07.01.03 for lecturers (grade III) - Code V.07.01.03;

Appointment to the professional title of main university lecturer - Code V.07.01.02 for main lecturer (grade II) - Code V.07.01.02;

Appointment to the professional title of senior university lecturer - Code V.07.01.01 for senior lecturer (grade I) - Code V.07.01.01.

The professional titles of teaching staff prescribed in this Circular are applied to the Professional and Technical Salary Table for cadres and civil servants in State-owned enterprises (Table 3) issued together with Decree No. 204/2004/ND-CP, specifically as follows:

The professional title of lecturer - Code: V.07.01.03 is applied with the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98;

The professional title of main lecturer - Code: V.07.01.02 is applied with the salary coefficient of civil servants of type A2, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;

The professional title of senior lecturer - Code: V.07.01.01 is applied with the salary coefficient of civil servants of type A3, group 1 (A3.1) from salary coefficient 6.20 to salary coefficient 8.00.

The appointment and salary arrangement of teaching staff with the title of associate professor and professor are carried out according to the guidance in Decree No. 141/2013/NDCP dated October 24, 2013 of the Government detailing and guiding the implementation of a number of articles of the Law on Higher Education and Decree No. 117/2016/ND-CP dated July 21, 2016 of the Government amending and supplementing a number of articles of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.
