According to Deputy Minister of Education and Training Hoang Minh Son, in order to ensure fairness, the ministry is considering reducing the percentage of students admitted through early admissions or eliminating the early admissions process altogether.

According to Mr. Son, early admissions emerged 6-7 years ago from some educational institutions. Around 2017, it started with one institution using academic transcripts, achievements, and other methods for early admissions. After that, other institutions joined in, creating a fierce competition.
Educational institutions must prepare for admissions and application processing from the beginning of the year. High school seniors rush around to obtain certificates for their applications; high schools and teachers must provide verification for this admissions process.
"Everyone worked hard, but the results weren't very good. According to the data, out of 8 early admission applications, only 2 actually enrolled. In other words, for every 2 early admission applications, only 1 student actually enrolled because, on average, each student had 4 applications," Mr. Son said.
Early admissions are both unfair and create "virtual candidates".
According to the leaders of the Ministry of Education and Training, when early admissions are conducted independently, each school does so. However, when the Ministry of Education and Training conducts a common admissions process allowing candidates to choose their preferences for schools and majors, this creates a situation where "virtual candidates" (candidates who apply but do not intend to enroll) appear.
Furthermore, individual schools and departments cannot predict the number of "ghost" applicants (applicants who apply but don't intend to enroll). This leads to schools wanting to conduct early admissions to meet their quotas, resulting in uncertain quotas and cutoff scores. Often, the cutoff score is lowered to attract more applicants.
This is why inaccurate predictions of admission rates cause significant losses, and the lack of a basis leads to a sharp increase in cut-off scores in the main admission round for some majors, creating unfairness.
"This injustice leads to compromised quality; some students who scored 25 points and had a chance of being admitted were later told the cutoff score was raised to 26 points because some students had already been admitted through the early admissions process," said Mr. Hoang Minh Son.
Another reality is that because of the early admissions process, many students who haven't completed their 12th grade high school program rush into university admissions, leading to unfairness. Students who meet the requirements have already studied the curriculum since the first semester, while all other students only finish their high school program in May.
Besides that, a negative impact is that many students, having been accepted into the university, no longer care about the high school curriculum. Some attend class just to sit around or even skip class altogether because they already know they've been accepted.
Furthermore, some students who are admitted to specialized high schools become complacent about getting into university and focus only on what they like, lacking a holistic approach to their future education.
According to Deputy Minister Son, the Ministry of Education and Training believes that by adjusting and controlling this ratio, only those students with truly outstanding abilities will be admitted directly or through early selection. The majority of students will participate in the Ministry's main exam.
With a 20% limit on early admissions, the acceptance rate is approximately 5-7%, focusing on equal opportunities for applicants. "Many experts and admissions officers have suggested abolishing early admissions altogether. The Ministry will consider this, examining whether to reduce the quota or abolish early admissions to ensure fairness," Deputy Minister Son said.
