The above directive is included in Resolution 71 of the Politburo on breakthroughs in education and training development issued on August 22.
Accordingly, one of the tasks and solutions to raise awareness, innovate thinking and action, and determine strong political determination to make a breakthrough in education and training development is to strengthen the comprehensive and direct leadership role of party organizations, especially the role of heads of party committees in educational institutions.
“No school councils are organized in public educational institutions, except for public schools with international agreements. The Party Committee Secretary is also the head of the educational institution,” the Resolution clearly states.

This is a very new point in the organization of school activities. Previously, according to the Law on Higher Education 2018, public universities must have a School Council to exercise autonomy and school governance.
At the Resolution of the thematic meeting on law-making in July 2025, Prime Minister Pham Minh Chinh directed units to research and concretize the policy of the Party Central Committee on abolishing school boards; at the same time, design regulations in the direction of granting autonomy and self-responsibility to educational and training institutions, strengthening the comprehensive leadership of the Party Committee, and promoting the role and responsibility of the head.
