Ministry of National Defense and Ministry of Public Security plan to cut some more general departments, bureaus and divisions - Lang Son Newspaper

The Ministry of National Defense and the Ministry of Public Security plan to further cut a number of general departments, bureaus, and institutes, and the Ministry of Public Security continues to develop a project to reorganize and streamline the local police apparatus.

On the afternoon of January 13, Prime Minister Pham Minh Chinh , Head of the Government's Steering Committee on summarizing the implementation of Resolution No. 18, chaired the 10th meeting of the Steering Committee.

The meeting aims to review the situation and progress of the implementation of Resolution No. 18; the plan to arrange and streamline the Government apparatus; complete draft documents to report to the Central Steering Committee and the Politburo ; and the project to arrange a streamlined inspection agency system for effective and efficient operations.

According to the reports and opinions at the meeting, seriously implementing the direction of the Politburo and the Central Steering Committee on the reorganization of the Government apparatus, the ministries, branches and the Government Steering Committee have further completed the plans and reports to submit to the Politburo and the Central Steering Committee for consideration.

The Government apparatus after the reorganization is expected to have 22 ministries and agencies, including 17 ministries and ministerial-level agencies (reducing 5 ministries and agencies) and 5 agencies under the Government (reducing 3 agencies).

Regarding the internal organization of ministries and agencies, it is expected to reduce more than 4,250 focal points, including a 100% reduction in general departments, a reduction of nearly 86% of departments and equivalent organizations; a reduction of more than 54% of departments and equivalent organizations; a reduction of nearly 92% of sub-departments and equivalent organizations, specifically, it is expected to reduce 13/13 general departments, 519 departments, 219 departments, 3,303 sub-departments, and 203 public service units (this figure does not include the organizational arrangement of the Ministry of Public Security and the Ministry of National Defense).

The Ministry of National Defense and the Ministry of Public Security also reviewed and planned to further cut down a number of general departments, bureaus, and institutes, and the Ministry of Public Security continued to research, develop, and complete the Project to arrange and streamline the local police apparatus to operate effectively and efficiently.

Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the standing body of the Steering Committee and members of the Steering Committee, ministries and branches for accepting the direction of the Politburo and the Central Steering Committee, basically completing the plans, with high consensus.

According to the Prime Minister, the plans ensure the principle of not eliminating functions and tasks in sectors and fields, but only rearranging them so that sectors and agencies operate most effectively and efficiently, perform political tasks well, and serve people and businesses well.

In addition, streamlining the apparatus is combined with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees.

The Head of Government welcomed the Ministry of National Defense and the Ministry of Public Security for completing their tasks and goals according to Resolution No. 05 of the Politburo on the organization of the People's Army and Resolution No. 22 of the Politburo on promoting the building of the People's Public Security force.

At the same time, the Prime Minister requested these two ministries to continue reviewing and reporting to competent authorities on the arrangement of units and agencies according to the conclusions, policies and orientations of the Central Committee, the Politburo, the Central Steering Committee and the Government Steering Committee.

Regarding the organization of the inspection agency system, the Prime Minister assessed that the current inspection work is basically effective, but the apparatus is still cumbersome, with many levels, and the direction and operation are ineffective in some places and at some times, so it is necessary to reorganize and rearrange to operate more effectively, efficiently and effectively.

Emphasizing the principle of not abandoning functions, tasks and jobs that have been defined and stable up to now, the Prime Minister directed to study the plan to arrange specialized inspection agencies at appropriate levels to promote the highest efficiency when performing political tasks, avoid overlap, reduce intermediary steps, and ensure unity and independence in performing public duties.

The Head of Government noted that the specialized inspection agency is an effective tool to perform the State management function and contribute to innovating the Party's leadership method.

The Prime Minister directed the agencies to absorb the opinions at the meeting, promptly supplement and complete the reports and plans to submit to competent authorities, ensuring progress and quality in the spirit of putting national interests first and foremost.
