( Bqp.vn ) - On the morning of January 8th, the Ministry of National Defense held a conference to summarize administrative reform and digital transformation work in 2024 and outline key directions and tasks for 2025. The conference was held in a hybrid format, combining in-person and online participation. Lieutenant General Le Huy Vinh, Member of the Central Committee of the Communist Party of Vietnam, Deputy Minister of National Defense, and Deputy Head of the Standing Committee of the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defense, chaired the conference.

Attending the conference were Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Le Quang Minh, Deputy Head of the General Political Department of the Vietnam People's Army; and representatives of leaders and commanders from agencies and units throughout the army.

In 2024, the Ministry of National Defence and the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defence led the comprehensive and synchronized implementation of administrative reform and digital transformation in accordance with the directives and guidance of the Government, the Prime Minister, and relevant ministries and agencies. The focus was on institutional reform, administrative procedure reform, the development of e-government towards digital government, and digital transformation, especially the completion of legal documents on military , national defence, and cryptography; the reform of administrative procedures and internal administrative procedures linked to digital transformation; the processing of documents through the entire process in an electronic environment; and the development of information technology infrastructure to support digital transformation. Agencies and units at all levels within the Ministry of National Defence made significant efforts in promoting administrative reform and digital transformation to improve the efficiency of management, command, and operation, and the performance of tasks within their respective agencies and units. Many agencies and units have incorporated administrative reform and digital transformation into the resolutions of the Party Committee at the same level, making the results of administrative reform and digital transformation one of the criteria for evaluating emulation and commendation for collectives and individuals within the agency or unit, helping to bring about many positive changes in administrative reform and transformation within the Ministry of National Defense.
The targets and requirements for administrative reform and digital transformation, and the implementation of Project 06 assigned by the Government and the Prime Minister, and outlined in the Ministry of National Defense's plans, have been basically completed, with some aspects completed well and commended by the Government and the Prime Minister. This has made a practical contribution to the results of the implementation and completion of the political tasks of agencies and units in particular, and the results of the military and national defense tasks of the Ministry of National Defense in general. Some outstanding agencies and units in implementing administrative reform and digital transformation in 2024 include: the Office of the Ministry of National Defense, the General Department of Logistics, the General Department of Engineering, the Hanoi Capital Command, the 86th Command, the Chemical Corps, the Logistics Academy, the Planning and Investment Department, the Finance Department, the Central Military Hospital 108, and the Northeast Corporation.

At the conference, delegates focused on studying and analyzing the achievements; identifying remaining limitations and shortcomings and their causes; and proposing solutions to overcome bottlenecks hindering the implementation of administrative reform and digital transformation in the coming period.

Delivering a keynote address at the conference, Lieutenant General Le Huy Vinh commended the exemplary agencies and units in implementing administrative reform and digital transformation in 2024; and emphasized that in 2024, administrative reform and digital transformation within the Ministry of National Defense have seen positive changes, with many aspects successfully completed. Notably, the results include the reform of administrative procedures and the implementation of administrative procedures electronically (80 administrative procedures eligible for restructuring are now fully implemented electronically, 15 administrative procedures in the field of airspace management are now online; the list of required digitized documents for 183 administrative procedures has been published; 24 administrative procedures in the field of medical examination and treatment have been abolished, 5 administrative procedures in the field of policy have been amended, and 29 new administrative procedures in the fields of medical examination and treatment, oil spill response, and military vehicles and machinery have been published). Reducing and simplifying internal administrative procedures between agencies within the State administrative system (publishing the set of administrative procedures with 216 administrative procedures, a reduction of 34 administrative procedures compared to the 2019 set of administrative procedures).
Lieutenant General Le Huy Vinh stated that, in the past period, the Government has resolved three bottlenecks in the implementation of investment in information technology and digital transformation: On October 24, 2024, the Government issued Decree No. 138/2024/ND-CP to address the bottleneck regarding the use of recurrent expenditure funds for investment and procurement of information technology assets and equipment due to the lack of clear delineation of funding sources. On July 10, 2024, the Government issued Decree No. 82/2024/ND-CP replacing Decree No. 73/2019/ND-CP to address two bottlenecks (the bottleneck regarding investment and procurement of software with similar functions and features in state agencies but lacking publicly available information, making comparison difficult and even impossible to control purchase and sale prices; and the bottleneck regarding costs for maintaining, operating, and servicing products of information technology application investment projects).

Regarding the key tasks of administrative reform and digital transformation in 2025, Lieutenant General Le Huy Vinh requested that all sectors, agencies, and units thoroughly understand and strictly implement the resolutions and conclusions of the Central Committee, the Government, and the Prime Minister on administrative reform and digital transformation, especially the directives of General Secretary To Lam on the revolution to streamline the apparatus. They should proactively review assigned tasks and projects; develop implementation plans; innovate methods and approaches; accelerate progress; strictly control progress; and resolutely complete all targets and tasks related to administrative reform, administrative procedure reform, and digital transformation, ensuring quality and efficiency. They should also focus on directing and promoting the development and completion of the legal system concerning military and national defense matters. Review, amend, supplement, or abolish unnecessary administrative procedures and regulations in legal documents, as well as cumbersome internal administrative procedures that are prone to corruption and harassment. Promote decentralization and delegation of authority, coupled with enhanced supervision, inspection, and monitoring in the handling of administrative procedures to reduce intermediate layers and end the situation of prolonged processing times involving multiple agencies and units. Strictly implement the public disclosure, transparency, and completeness of administrative procedures; digitize records and results of administrative procedure processing as prescribed.
General Le Huy Vinh requested the General Staff to direct a review and propose the staffing of specialized forces for information technology and digital transformation for units throughout the army. Agencies and units should prioritize allocating appropriate resources for administrative reform and digital transformation; selecting and assigning capable personnel with suitable training to ensure continuity and effectively meet mission requirements. Members of the Steering Committee should effectively fulfill their roles and responsibilities in advising and proposing to the Steering Committee on policies, tasks, and solutions for implementing administrative reform and digital transformation. Relevant agencies and units should fully incorporate the opinions expressed at the conference; supplement and finalize the report and send the conference conclusions to agencies and units under the Ministry of National Defense for dissemination and implementation.
